One hundred and nineteen new outbreaks of foot and mouth disease have been diagnosed on a clinical and epidemiological basis.

Total number of outbreaks to date: 123 (see map 1).


Description of affected population in the new outbreaks: the overall attack rate is 1.78% in cattle and 1.71% in swine. There have been no cases of the disease in sheep.

Diagnosis:


A. Laboratory where diagnosis was made: PANAFTOSA(1) Reference Laboratory.


B. Diagnostic tests used: complement fixation test (FC50).


C. Causal agent: FMD virus type A.


Epidemiology: the most likely hypothesis is that the virus was introduced from active outbreaks recorded in geographical areas close to Uruguay and caused by the same virus serotype, and transported by a mechanical vector.


Control measures during reporting period:


- From 28 April 2001, all types of animal movements are prohibited (including the movement of animals of non susceptible species), thereby extending the ban already in force to include transport to an abattoir.


- Stamping out has been suspended since 30 April. A total of 5,295 cattle, 1,481 sheep and 332 pigs have been slaughtered and their carcases destroyed; compensation totalling 1,866,783 USD has been paid.


- An emergency ring vaccination campaign began on 28 April 2001. A containment zone has been established, with strategic vaccination of 842,000 cattle in the administrative districts (secciones policiales) of San José, Flores, Durazno, Tacuarembó, Río Negro, Paysandú and Salto, on the perimeter of the affected areas (see map 2).


- In addition to the sanitary measures applied in the outbreaks, fixed control and disinfection posts have been strategically placed on the main access routes to the affected areas.


- The issuing of sanitary certificates for the export of animal products that do not present any risk has resumed.
