Program Description | ESF Budget Figures
- The FY 2001 ESF request of $2.313 billion supports the economic and political foreign policy interests of the United States by providing financial assistance to allies and countries in transition to democracy, such as Indonesia and Nigeria. Highlights of the FY 2001 request include:
- Near East - $1.828 billion to continue the steps started in FY 1999 to restructure assistance levels in the Middle East and promote progress being made between Israel and its neighbors on a comprehensive peace. Funding includes $840 million for Israel, $695 million for Egypt, $150 million for Jordan, and $100 million for the West Bank and Gaza. In addition, the FY 2001 request provides funding for regional democracy and economic programs that support U.S. efforts to defuse regional tensions, promote democracy, and initiate market-oriented economic reforms.
- Europe - $39.6 million, including traditional levels of economic support for Cyprus ($15 million) and the International Fund for Ireland ($19.6 million), as well as $5 million to continue funding to bring youths from Northern Ireland and designated disadvantaged areas to the United States as outlined in the Irish Peace Process Cultural and Training Program Act of 1998.
- Western Hemisphere - $133.6 million, including $50 million for economic development and support for democratic institutions in Haiti, $20 million to support the peace process in Guatemala, $10 million to help implement the Peru-Ecuador peace settlement, $43.6 million for regional democracy-building programs, and $10 million for activities to support the Administration of Justice throughout the region.
- Africa - $98 million, including $25 million to assist Nigeria in rebuilding democratic institutions; $20 million to support countries in transition, especially those countries emerging from conflict; $15 million to support the Education for Development and Democracy in Africa program, with an emphasis on girls' education; $10 million for the Africa Great Lakes Initiative designed to build credible and impartial civilian and military justice systems in the region; $15 million for regional initiatives, including democracy programs; $5 million to strengthen civil society and lay the foundation for political institutions, democratic reform, and good government in Angola; and other programs designed to foster African integration into the global economy, enhance the safety and reliability of air transport on the continent, and support conflict management and prevention.
- East Asia - $165.7 million, including $50 million for programs that will help consolidate Indonesia's transition to democracy and recovery from economic crisis; $10 million to assist in East Timor's transition to independence, in particular through continued efforts to promote democratic institution building and economic viability; $20 million for democracy and humanitarian programs in Cambodia; $8 million (leveraged with funding from USAID's Development Assistance account) for the Accelerating Economic Recovery in Asia (AERA) initiative; $6 million for regional environmental initiatives to support our global climate change goals and to combat forest and marine/coastal zone degradation; $4 million to advance programs for dealing with violence against women and promoting their political participation; $12 million for Mongolia to strengthen its private sector economy and to broaden democratic reforms; $5 million to assist the Philippines' efforts to fight corruption and support international election training and monitoring organizations to ensure free and fair elections in violence-prone regions; and $5 million for regional democracy building programs. The request also includes $14 million to meet U.S. commitments under the South Pacific Fisheries Treaty and $28 million to compensate the People's Republic of China for damage to its Embassy in Belgrade.
- South Asia - $20 million, including $1 million to fund programs that promote regional stability such as cross-border confidence-building measures between the civil societies of India and Pakistan; $5 million to fund programs for women and children, including programs to promote women's political participation and legal rights as well as efforts to address the growing problem of trafficking in women and children; $5 million to fund democracy programs in the region, including the promotion of effective and impartial judicial systems, human rights commissions, local government, professional parliaments, and religious tolerance; and $4 million to fund programs that further energy resource development and regional cooperation and U.S. trade and investment in energy resources and environmental technologies. This total also includes $5 million for economic reform and liberalization in India contingent on progress in our dialogue with India; these funds would go toward improving the efficiency and transparency of the capital markets and promoting private financing of urban infrastructure.
- Environmental Diplomacy - $5 million for environmental diplomacy activities. These funds will be used for targeted activities in support of ongoing international negotiations on global environmental issues including climate change; biodiversity; the production, use and trade of hazardous chemicals; and numerous bilateral and regional fisheries and oceans negotiations. Funds will also be used to support regional cooperation efforts and respond to emerging environmental crises and priorities.
- Human Rights and Democracy Fund - $18 million for the Human Rights and Democracy Fund to respond to emergencies to prevent or forestall the outbreak of further abuses, exploit unanticipated democratic opportunities, help establish institutions that serve human rights and democracy efforts, and support innovative multilateral democracy initiatives.
- Innovative Partnerships to Eliminate Sweatshops - $5 million to continue funding for NGOs, labor unions, and corporate groups to support the promotion of core labor standards, model business principles, and monitoring of labor conditions. The program is targeted at eliminating sweatshop conditions in overseas factories that produce or sell consumer goods for the American market.
