Foreign Military Financing (FMF)
Program Description | FMF Budget Figures
- The Administration is requesting $3.54 billion for FMF in FY 2001.
- The FY 2001 request will provide $3.36 billion for Israel, Egypt, and Jordan military assistance programs.
- The request includes $30.3 million for the newest NATO members, Poland, Hungary, and the Czech Republic. The request also contains $78.9 million to continue the Partnership for Peace (PFP) Program to strengthen cooperation between NATO and PFP Partners in Central Europe, the Baltics, and the New Independent States (NIS).
- The request includes $6 million for the Enhanced International Peacekeeping Initiative to provide assistance to selected countries to improve their peacekeeping capabilities with emphasis on communication systems, peacekeeping, education, and training. This program will create a bigger pool of potential peacekeepers, thereby reducing the world community's dependence on U.S. forces.
- The $18 million requested for Africa Regional Stability consolidates regional African FMF requirements into one sub-account. This consolidation will permit greater flexibility to respond to developing situations in countries such as Nigeria, Ethiopia, Eritrea, and Uganda.
- The $4 million requested for the East Asia and Pacific region will assist Mongolia ($2 million) in procuring U.S. communication equipment to support their border monitoring mission. The $2 million for the Philippines will contribute to sustainment of U.S.-origin equipment, including F-5 aircraft, vehicles, and maritime equipment.
- The $3 million requested for the Caribbean will allow these island nations the ability to sustain U.S. equipment and maintain small professional forces essential to regional peace and security.
- The request includes $33 million for Department of Defense (DoD) administrative costs necessary to administer global grant military assistance programs. The nearly $2.5 million increase over the FY 2000 enacted level is needed to cover DoD expenses resulting from an increase in FMF grant-administered programs.
