International Military Education and Training Accountability Act of 2001

To amend the Foreign Assistance Act of 1961 to enable Congress to
better monitor and evaluate the success of the international military education
and training program in instilling democratic values and respect for
internationally recognized human rights in foreign military and civilian
personnel.

Mr. FEINGOLD (for himself and Mr. CHAFEE) introduced the following bill;
which was read twice and referred to the Committee on Foreign Relations
A BILL
To amend the Foreign Assistance Act of 1961 to enable Congress to
better monitor and evaluate the success of the international military education
and training program in instilling democratic values and respect for
internationally recognized human rights in foreign military and civilian
personnel.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `International Military Education and
Training Accountability Act of 2001'.
SEC. 2. ANNUAL HUMAN RIGHTS REPORTS.
Section 116(d) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151n(d))
is amended--
(1) in paragraph (1), by redesignating subparagraphs (A) and (B) as
clauses (i) and (ii), respectively;
(2) by redesignating paragraphs (1), (2), (3), (4), and (5), as
subparagraphs (A), (B), (C), (D), and (E), respectively;
(3) by inserting `(1)' immediately after `(d)';
(4) in paragraph (1), as amended by paragraph (3) of this
section--
(A) by striking `and' at the end of subparagraph (D) (as
redesignated);
(B) by striking the period at the end of subparagraph (E) (as
redesignated) and inserting `; and'; and
(C) by adding at the end the following new subparagraph:
`(F) whether any foreign military or defense ministry civilian
participant in education and training activities under chapter 5 of part II
of this Act was involved in any violation of internationally recognized
human rights reported under this subsection.'; and
(5) by adding at the end the following:
`(2) For purposes of paragraph (1)(F), upon the request of the Secretary
of State, the Secretary of Defense shall provide, and the Secretary of State
may take into account, information contained in the database described in
section 548.'.
SEC. 3. HUMAN RIGHTS REPORTS TRANSMITTED IN CONGRESSIONAL PRESENTATION
DOCUMENTS FOR SECURITY ASSISTANCE PROGRAMS.
Section 502B(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 2304(b))
is amended by inserting after the third sentence the following new sentence:
`Each report under this section shall include information as to whether any
foreign military or defense ministry civilian participant in education and
training activities under chapter 5 of this part of this Act was involved in
any violation of internationally recognized human rights. For purposes of the
preceding sentence, upon the request of the Secretary of State, the Secretary
of Defense shall provide, and the Secretary of State may take into account,
information contained in the database described in section 548.'.
SEC. 4. RECORDS REGARDING FOREIGN PARTICIPANTS IN IMET ACTIVITIES.
Section 548 of the Foreign Assistance Act of 1961 (22 U.S.C. 2347f) is
amended--
(1) by striking `career and' and inserting `career,'; and
(2) by inserting before the period at the end the following: `, and any
credible allegation that the person subsequently committed a violation of an
internationally recognized human right'.
