I testified to the Moynihan Commission on Secrecy, and one of the points I made, apart from the varied costs of classifying the 80% of the information that is not really classified but is classified because the system is built for the &quot;high side,&quot; was that for a third of the cost of &quot;protecting&quot; secrets, we could create an Open Source Agency able to gain us access to the 80% of the information, in all languages, the US Intelligence Community and all its consumers are unable to access now.
