In just the third paragraph, Aftergood quotes Fisher - “When read in context, however, Marshall’s speech does not support an independent, extra-constitutional or exclusive power of the President in foreign relations.” This points out a complete willing abandonment of this &quot;&#039;Old Europe&#039; mindset&quot;.</description>
