		<description>That&#039;s all fine and good, but remember that Iraq developed the most advanced EMIS program in the world based on declassified Manhattan project documents.  Documents that were declassified because, at the time, no one seriously expected anyone to use EMIS for enrichment, particularly for a weapons program.
