However, I don't see anything that limits this to foreign assets. Could not a US citizen living in the US be accused of either threatening the security of Iraq, or providing assistance to such a person? Take, for example, sending money to Iraq that ends up in the hands of insurgents. Would such a US citizen then be subject to asset forfeiture under this executive order?
