		<description>You mention that the rules for implementation will be issued by the Treasury Department&#039;s Office of Foreign Assets Control. However, I don&#039;t see anything that limits this to foreign assets.

Could not a US citizen living in the US be accused of either threatening the security of Iraq, or providing assistance to such a person? Take, for example, sending money to Iraq that ends up in the hands of insurgents. Would such a US citizen then be subject to asset forfeiture under this executive order?</description>
