Back in olden times we called the &quot;Priorities&quot; NICRs (National Intelligence Collection Requirements), an elaborate and lengthy list of information categories used in coding IRs for transmission up the line. No restrictions on source agencies, although, of course each agency had priorities. Perhaps the most fascinating categories were those dealing with contacts with aliens and alien technology. Just the existence of these categories would have made the UFO community salivate. The FBI&#039;s overseas mission was primarily counterintelligence, overseen by Legal Attaches at US Embassies. Of course there&#039;s always some crossover between CI and pure collection and vice versa. Maybe these new priorities just reflect the reality on the ground.</description>
