Isn't that the sort of thing that got all those banks into serious trouble? At least with money you can measure how well someone is doing - though not, of course, how well they are thinking. And isn't thinking what intelligence is about? According to the guidelines, an employee needs to have a evaluation of Successful to be eligible. But isn't that pretty much minimal?
