No oxidizer vessel, primitive solid fuel geometry, so thrust keeps increasing until flameout, motor can't be throttled, and almost certainly can't be stopped/restarted either. Probably incapable of hydrophonics tricks even at noncavitating speed. Impossible not to notice. Conceptually germane to surface-effect airships. As strategically indispensable as Russian helipad-on-moving-vehicle supposed to provide aircover to moving land convoy. USN unimpressed.
