I would like to point out that even in cases when blanket closures of entire document collections are not issued, researchers here in the US often find it impossible to filter through data collections that have been badly managed, misclassified. It is also difficult and frustrating to rely on under-trained (or even untrained) document managing staff. There are even cases of material from WWII that has been declassified for over 20 years and has yet to be sorted and made available, due to chronic underfunding and understaffing of the relevant authorities.</description>
