Yes, today, 9 April, is the official Iranian holiday to celebrate all the progress that the Iranians have made toward nuclear self-sufficiency. The Iranian nuclear program is getting lots of news, especially their effort to enrich uranium using centrifuges and today’s inauguration of their new fuel fabrication facility. The fundamental problem with centrifuges is that they can be used to produce uranium for a nuclear reactor but the very same machines can also be used to produce uranium for a nuclear bomb. The Iranians protest that they have every right to nuclear power while the rest of the world worries that the entire nuclear power enterprise is a thin cover for a bomb program.
Despite a world of advice to the contrary, the North Koreans launched their Taepodong-2 or Unha rocket yesterday morning. Recent reports are that the first two stages operated correctly but the third stage failed. Reading between the lines a bit, it might have failed to ignite rather than exploding. This seems to be a replay of the Taepodong-1 test satellite launch attempt: In that case, both stages one and two seemed to operate properly but the third stage apparently exploded and the satellite never entered orbit. (That failure did not discourage the North Koreans, who announced that the whole thing was a great success and the satellite was up there. My bet is they will do the same thing this time.)
So was the test a failure? Not at all. The reason the world is worried about this test is not because we are worried about competition in the satellite launch business. (Good luck to them!) The world worries because the launcher the North Koreans used is a Taepodong-2, which most everyone believes is their next step up toward a long-range ballistic missile. By taking a warhead off and putting a small third stage and a satellite on top, they might call it a space launcher but the first two stages are exactly the same. The last time the configuration was tested, it exploded 40 seconds into its flight and that flight was a clear failure. No doubt, the North Koreans would have been happier this time with a little satellite up there broadcasting patriotic songs but everything they needed to test for a military missile appears to have worked in yesterday’s test. From the military perspective, the test at this point seems to have been largely successful, in that it demonstrated what needed to be demonstrated and the North Koreans got the information they needed to get.
Does this mean they have a missile that can reach the United States? Well, not really. This test is a big step forward for them but one test does not make a ballistic missile program. There is much more for them to do. We have no idea what they judge the accuracy of the missile and they have not tested an appropriate reentry vehicle. This missile test is an very unfortunate development. I wish the North Koreans had more finese. But it does not give them a ballistic missile capability yet.
Addendum: More information is coming it. Apparently, not only did the satellite fail to enter orbit, but the second stage fell short of the predicted impact area. That suggests that the second stage failed. It could even be that the third stage operated successfully–separated, ignited, guidance worked, and so forth–but without the proper speed and altitude provided by the second stage, it would have no chance of making orbit. If this turns out to be the case, then the conclusions above have to be modified and this is a more limited step forward for the North Korean Taepodong-2 program.
Indications are that North Korea is moving ahead with its planned launch of a missile with the intent of placing a satellite into orbit. The North Koreans are portraying the launch in purely innocuous, civilian terms even naming the rocket “Unha,” which means “Milky Way” in Korean, to emphasize its space-oriented function. In the West, the rocket is called the Taepodong-2 and is thought to be a long-range (but not truly intercontinental range) ballistic missile.
Even if the rocket launches a satellite, and recent news reports say the payload sections seems to be shaped and sized for a satellite, it would be an important step in their military ballistic missile program. In the early days of the Soviet and American space programs, there was little distinction between military and civilian rocket development and the same would be true of North Korea’s upcoming launch. What I want to discuss in this essay is the question of how much can the outside world learn if the North Korean test goes through, what does it tell us about their ballistic missile capability?

Last week, the New York Times and the Financial Times USA ran stories that implied that Iran had been hiding enriched uranium and had been caught red-handed during the most recent International Atomic Energy Agency (IAEA) physical inventory inspection. While supposedly based on the IAEA report (GOV/2009/8), the articles more closely followed the ISIS analysis of the report. [Jeffery Lewis, as usual, also has good analysis and comments on Arms Control Wonk.] The IAEA report itself raises few alarm bells. Yes, the Iranians are continuing to enrich uranium; yes, they claim it is exclusively for a civilian nuclear reactor program, a claim for which no one can provide credible assurances, and, yes, every day they enrich uranium, they are closer to having enough for nuclear weapon capability, once that political decision is made. But the IAEA report does not reveal any sudden jump in enrichment capability or even uranium inventory and it goes out of its way to say that the result of the inspection is consistent with what was previously declared by Iran, within “the measurement uncertainties normally associated with enrichment plants of similar throughput”. So what is the issue here?
In the closing days of the Bush administration, we see nuclear advocates laying down markers for the debate about nuclear weapons that is expected early in Senator Obama’s presidency. In a recent speech at Carnegie and in an article in Foreign Affairs, Robert Gates, slated to stay on as Secretary of Defense, has called for developing a new nuclear bomb — the so-called Reliable Replacement Warhead (RRW) (“so-called” because it is no more reliable than current warheads and it will not replace them, but it is otherwise appropriately named). General Kevin Chilton, head of Strategic Command, has made similar statements.
Those of us who are interested in working toward a world free of nuclear weapons realize that progress will involve many steps, some large, some small. One important step will be ratification of the Comprehensive Test Ban Treaty (CTBT). Some CTBT supporters suspect that the outlines of a deal are coalescing: those who want the RRW will try to make the CTBT and the RRW a package deal, arguing that we will be able to maintain a reliable, safe nuclear deterrent without testing, as the CTBT would require, only if the weapon labs are allowed to proceed with weapon modernization. The Congressional Strategic Posture Commission interim report appears to be at least sympathetic to this view. This artificial link is based on both faulty logic and a long list of unstated and unsupportable assumptions.
Compared to all the excitement created by the US-Indian nuclear trade deal, the Russian equivalent, submitted last week, created barely a ripple [caution: big file to download]. While FAS strongly opposes the US-Indian nuclear trade agreement, the Russian case is much more complex.
There are reasons to oppose the Russian deal and reasons to support it. The calculation is further complicated because some of the reasons, in my opinion the primary reason, for opposing the deal are not because of specific problems with the deal, per se, but because the deal is a surrogate for the Global Nuclear Energy Partnership (GNEP), which is itself a breathtakingly bad idea.
The military budget is out of control. Not in the sense of the mantra of “waste, fraud, and abuse.” That is, in fact, a tiny slice of the enormous U.S. military spending. No, the budget is out of control in the sense that spending on the military is no longer subject to meaningful political review. The Pentagon has slipped its leash and Congress is not asking questions.
Congress is currently considering President Bush’s proposed budget, which included $515 billion for the military and separate requests for tens of billions more for intelligence and nuclear weapons and, on top of that, separate requests of over a hundred billion can be expected to cover the operating costs of the wars in Iraq and Afghanistan. This is more than we spent on the military during the height of the Cold War, even accounting for inflation. The president is constantly reminding us of how dangerous the world is and, of course, the threats to American security are all too real. But using the threats faced by the US today to justify Cold War-level budgets is possible only if we have near total amnesia about what the threat during the Cold War really was.
There seems to be a widespread idea that uranium can be used for nuclear weapons. Well, it can. That is, one isotope of uranium can be, but natural uranium is less than 1% of that isotope and enriching it is a daunting technical challenge. (Many chemical elements have more than one isotope, atoms that have identical chemical properties but slightly different weights.) Since uranium can power nuclear weapons and nuclear bombs, it must be highly radioactive and could at least be used as a dirty bomb, right? Wrong, but you would never know by reading most such stories in the newspapers. So it is refreshing to read a story that gets it right and is properly skeptical. The Federation of American Scientists was formed just a couple of months after the dawning of the nuclear age by scientists as who had worked on the Manhattan Project to develop the world’s first nuclear weapons. In the fall of 1945, there was tremendous interest in the new atomic bomb: what it was, how it worked, and its effects–and not just direct effects but the effect this invention would have on the military balance and politics of the world. FAS organized a group of its members, which it called the National Committee on Atomic Information, to talk to the public, the press, and political leaders, and to produce media materials for distribution. (Sixty two years later and we still seem to be at it…)
Jeff Aron here at FAS recently came across this amazing little film on YouTube called One World or None. It was produced by FAS and the National Committee. I have to admit, no one currently at FAS knew about it, it predates anyone’s memory here, and we are ourselves doing some research on its origins and asking our long-term members what they know. (If any of our blog readers can provide any information, please let us know.) Presumably, it was released in conjunction with the release of the first publication of the Federation, also called One World or None, a collection of essays by great scientists of the day, including Albert Einstein, that was first published in 1946. One World has recently been reprinted by the New Press in New York and is available through bookstores, Amazon, and the FAS website.
The film is clearly a bit dramatic, but the dangers of nuclear weapons are dramatic. By today’s standards, the graphics are Stone Age but the message is as important today as it ever was and doesn’t depend on fancy graphics. I can’t say you should enjoy this little film–not much to enjoy when discussing nuclear dangers–but I hope you take it to heart. The Federation is still working to reduce the global threat of nuclear weapons.
