Deaver was recognized for having “firm but compassionate leadership together with superb technical skills in the airborne maintenance field.”

He was recognized for “modernizing and increasing the efficiency of airborne maintenance shops worldwide and was ‘instrumental’ in the design of the first maintenance facility in the first building specifically built for the U.S. Air Force Security Service.”

In addition to a high work ethic, he was singled out for “the recognition he brought to his country and the Air Force for the contributions and service he provided to local orphanages wherever he was stationed.”
