Science and Technology Directorate
Focal point for personnel management policy and programs for the Civilian Intelligence Personnel Management System (CIPMS). Manages CIPMS personnel management programs, process and procedures within Army.
Responsible for estimative intelligence support to Army leadership and for intelligence support to the Army Operations Center. Represents Army in Intelligence Community development of National Intelligence Estimates/National Foreign Intelligence Board analyses/production. POC for ODCSINT RAND Arroyo Center contract studies. ODCSINT POC for HQDA exercise (GHQ). ODCSINT focal point for Army Attache and Foreign Area Officer program. Manages ODCSINT Watch, procedures early warning, crisis support for blue and red daily intelligence highlights and daily O & I briefings.
Focal point for foreign intelligence support to senior Army leadership and ARSTAF (daily briefings). Responsible for Army input into National Intelligence Estimates and National Foreign Intelligence Board actions. Prepares weekly intelligence input to Chief of Staff Weekly Summary. ODCSINT point of contact for the Army Attache, Foreign Area Officer Programs, and RAND Arroyo Center studies and analyses.
Foreign Intelligence Watch (DAMI-FIW)
Responsible for intelligence support to the Army Operations Center. Provides early warning, blue and red crisis support and ODCSINT daily highlights. Prepares and briefs O& I briefings to Army leadership. Manages ODCSINT participation in general Headquarters Exercises.
Plans, coordinates, and executes the visits of foreign military and civilian personnel to the US Army. Primary ARSTAF point of contact between the US Army and 160 member foreign Military Attache Corps from 90 countries. Responsible for oversight and control of SECARM Contingency Funds in support of SECARM, CSA, and DCSINT counterpart programs. Serves as the representative of SECARM, CSA and DCSINT at a myriad of diplomatic functions. Plans, coordinates and implements the yearly program in support of the Washington Corps of Military Attaches. Provides liaison with and assistance to other Foreign Liaison Offices and appropriate technical advice and logistical support to the Washington Association of Military Attaches (WAMA).
Plans, coordinates, and executes CSA and DCSINT Counterpart visits, US Information Agency, orientation, LATAM Coop DV, and International Military Student Tours. Manages self-invited foreign visits to Army leadership. Army focal point for Lecture Exchange Visits.
Coordination Division (DAMI-FLC)
Focal point for all foreign attache visits and document requests. Provides operational, administrative, logistical and protocol support to attache corps. Establishes, implements, and ensures compliance with policies, regulations, and procedures for foreign military attaches. Plans, arranges, and conducts accreditation program in conjunction with State Department and other liaison offices. Serves as Army’s authority on all matters pertaining to protocol issues dealing with the Foreign Military community and visiting foreign dignitaries.
Headquarters Executive Services (DAMI-FLX)
Plans, programs, and formulates the ODCSINT-managed budget in support of HQDA-hosted programs and activities for foreign officials. Advises HQDA officials on use of representational funds for HQDA-sponsored activities and functions for foreign officials. Manages the HQDA gift locker IAW established regulations and directives.
Manages Army Intelligence requirements for Command, Control, Communications, Computers, and Intelligence (C4I) technical and operational standards and architectures and intelligence automated information systems.
Develops Intelligence Automated Information Systems (AIS) GDIP/TIARA intelligence investment strategies and integration programs.
Functional Manager for Army GDIP automation infrastructure; DoD Intelligence Information System (DoDIIS) Executive Agent; ODCSINT information systems manager.
Develops/coordinates intelligence C4I policy including data management standards and common operating environments (COE) to ensure Army C4I systems conform to established protocols/standards and meet Army, Joint, and DoD Interoperability/interconnectivity requirements. Integrates TIARA and NFIP AIS/IEW life cycle management programs.
C4I Operational Architecture Team
Coordinates development of theater C4I architectures; maintains infrastructure architectures for Army Intelligence Electronic Warfare Master Plan (AIMP); supports C4I contingency planning process.
C4I Systems Integration Team
Integrates intelligence automation information systems (C4I and user systems) into army force structure and site architecture. Army DoDIIS manager and Intelligence Systems Board representative.
DCSINT Intelligence Support System (DISS)
The DISS organization provides management oversight for day-to-day operations. In addition to SCI and Collateral LAN Administration and 21(V) SSLSM hardware support it also provides a user Customer Assistance Center (CAC), Network Services, Visual Information (VI), Special Projects and Configuration Manager (CM) functions.
Develops and coordinates Army Intelligence collection policy for SIGINT, HUMINT, IMINT, MASINT, open source and CI and security countermeasures. ARSTAF coordinator for MIB/NFIB/SMIOC, and military operations other than war (MOOTW).
Develops Army SIGINT, IMINT. and MASINT collection and production policy. Coordinates MIDS, NMJIC, JIC priorities and production policy. Coordinates worldwide operations/contingency support. Focal point for Army weather and topographic support. ODCSINT interface with IEW/C2CM Division/ODCSOPS and the national intelligence community for systems architectures and targeting.
Counterintelligence/Human Intelligence Division (DAMI-POC)
Develops Army CI and HUMINT policy and programming to include industrial and information security, foreign disclosure, technology protection, overt HUMINT collection, and personnel security. Manages Army CI functional and operations support to Army, Joint, and National requirements. Provides oversight for Army CI activities. Develops and manages Army C2 protect and force protection policies and programs. Army focal point for FOIA and security clearance appeals. DA focal point for Defense HUMINT Service actions (controlled HUMINT).
Doctrine and Training Division (DAMI-POD)
Coordinates Army Intelligence training policy. Focal point for Army, Joint, and Intelligence community training coordination. Responsible for intelligence Readiness Training Program (REDTRAIN) and Tactical Intelligence Data Exchange Program (TIDEP). Manages Army language and cryptologic training requirements.
Responsible for Army Intelligence planning, programming, and budgeting. Conducts DA level audits. Army focal point for external audits, inspections and evaluations of intelligence activities. Provides HQDA policy for intelligence contingency funds (ICF). Develops and coordinates Army intelligence planning documentation to include the Army intelligence Electronic Warfare Master Plan, Force Integration Master Planner, and IEW Annex to Army Modernization Plan.
Develops, coordinated, oversees, and justifies resources for the Security and Intelligence Activities Program (S& IA), the Foreign Counterintelligence Program (FCIP), and the Army portion of the National Foreign Intelligence Program (General Defense Intelligence Program (GDIP). Allocates approved resources to supported commands and activities. Conducts execution reviews and program evaluation. Monitors Army MI (TIARA) force structure and Reserve Component program and budget issues. Manages Army NFIP force and organizational structure. Coordinates Congressional Intelligence resource issues. ODCSINT POC for the Army Intelligence Program Evaluation Groups program Budget Committee, Select Committee, and program reviews.
Plans Division (DAMI-PPM)
Develops and coordinates Army Intelligence long range planning documentation to include Army Intelligence Electronic Warfare Master Plan, Force Integration Master Planner, and IEW annex to Army Modernization Plan and Intel XXI representation. Performs intelligence PPBES analysis support for Army leadership at Department and MACOM levels. Represents Army Intelligence in Joint and Army Intelligence planning fora. ODCSINT POC for Army Studies Program. ODCSINT POC for Joint and Defense planning coordination (Joint Strategic Planning System, Defense Planning Guidance).
DA Focal point for MI RC Issues. Develops/coordinates Army Military Intelligence reserve Component programs, policies, planning training, and integration into total force. MI Individual Mobilization Augmentee manager for ODCSINT and INSCOM.
Provides intelligence support to the Army Force Modernization community ODCSINT representative on Science and Technology committees, and Army/Defense science Boards. DA focal point for Foreign Materiel Acquisition Program and Foreign Materiel Board. Proponent for Land Capabilities Spectrum Model.
Coordinates Army Intelligence Modeling and Simulations efforts to include representation of valid threat/OPFOR and Blue Intelligence, surveillance, and reconnaissance in models and simulations. Coordinates intelligence requirements for LAM, Advanced Warfighting Experiments, Advanced Technology Demonstrations, Battlefield Visualization and Synthetic Theater of Ware. Responsible for policy defined in the modeling and Simulations Chapter of the AIMP. DA focal point for LAN Capabilities spectrum Model. Represents ODCSINT in MSET fora.
Weapons Systems Support Team
Ensures accurate intelligence support to force modernization and acquisition programs. Provides input to various S& T studies, plans, and analyses. Represents ODCSINT on S& T fora.
Information Warfare Technology Team
Evaluates advanced technologies for inclusion in Army IEW systems and basic R& D. Provides staff cognizance of Army IW activities. Provides input to studies and analyses. Represents ODCSINT at IW fora.
Provides ODCSINT administrative service support to include military and civilian personnel management, TDA; awards, training, newcomers orientation, service and supply, property accountability, and budget and security management. HQDA focal point for classification review.
Initiatives Group (DAMI-ZXG)
Monitors Army and Intelligence programs to identify and develop DCSINT issues and initiatives; manages and coordinates ODCSINT participation in initiatives identified. Prepares speeches and information briefing for DCSINT orientation to Army, DoD, and intelligence community leadership.
Staff Action Control Office (DAMI-ZXS)
Provides ODCSINT executive correspondence and task action control to include tasking directorates, correspondence review, and suspense tracking. ODCSINT interface for congressional, joint, DoD, and Intelligence community actions Responsible for ODCSINT mail publications and records management. Publishes ODCSINT Annual Historic And Staff Actions Guidelines.
