PROPOSAL QUESTION ANSWER 30 July 1997

1. The answer to an additional HBSS Proposal question is as follows:

Question: "Will an offeror's proposed award fee percentage be evaluated if the offeror proposes an award fee percentage less than 8%, or will it be considered non-responsive to the requirements of the solicitation? If the offer will be evaluated, what impact, negative or positive, will the offer of a lower fee percentage have on the evaluation of the offeror's proposal?"

Answer: A proposed award fee percentage less that 8% or more than 15% will be considered non-responsive to the requirements of the RFP.
