SUBJECT: TSWG Meeting Minutes
Introduction
Retiring TSWG Chairman, Lt Col Ed Higgins (NSA/K41 TSPO) convened the
Tactical Standards Working Group (TSWG) at 0830, 18 November 1997 at the
TASC facilities in Annapolis Junction, MD. The purpose of the meeting was
to:
- Review the TSWG’s standards identification/selection process
model.
- Receive an overview of the Joint Tactical SIGINT (JTS) standards
handbook.
- Discuss the current status of the Domain Specific (air, ground and
maritime) SIGINT standards handbook efforts.
- Review proposed TSWG procedures for review/approval of the JTS and
Domain Specific standards handbooks.
- Provide updates on TSWG related topics to include: Distributed Common
Ground Station, Joint Intelligence Virtual Architecture, Information Interoperability
and the Joint Technical Architecture.
Meeting Notes
Action Items from the previous meeting were reviewed with the following
results:
Item I: Produce a background paper which defines and outlines
the relationship among the top level standard’s based architectures.
Action: Included with the July 1997 TSWG minutes and updated and included
in the November 1997 TSWG Welcome Package.
Status: Closed.
Item II: Provide a soft copy of the "draft" version
2.0 JASA standards handbook to the Navy and Army "key" TSWG members.
Action: Navy and Army were provided copies of the draft and approved
version 2.0 of the JSH.
Status: Closed.
Item III: TSWG membership to provide comments on the TSWG standards
ID/selection process model.
Action: SHIPWHEEL team briefed the suggested changes. Changes
will be incorporated and the process model will be included as an annex
of the TSWG charter.
Status: Closed.
Items IV: Provide copies of the Integrated Tactical SIGINT Architecture
(ITSA) node and sensor working group briefing to the TSWG "key"
members.
Action: Briefing has not been approved for release outside of
the TSPO. We will continue to monitor ITSA development.
Status: Open.
Item V: TSWG "key" members to provide updates to the
list of tactical SIGINT systems.
Action: Navy provided additional air and submarine system descriptions.
No other inputs to date. The list will be included in the JTS standards
handbook and will be updated during each JTS update.
Status: Closed.
Item VI: July 1997 TSWG action item IV (brief at the October
97 TSWG impacts on ITSA of any delays in RSOC integration).
Action: Briefing is delayed until subsequent TSWG meeting. We
will push to ensure that the next ITSA briefing to the TSWG includes the
plan to integrate the RSOC into the ITSA architecture.
Status: Open.
Briefings
Copies of the briefings were distributed to each member in attendance.

Standards ID/Selection Process Model by: Mr. Tim Hart/SHIPWHEEL SETA
Team
- Briefed the proposed changes to the IDEF model adopted by the TSWG.
- The changes were minor in nature and no further modifications were
identified.
- The model will be made an annex to the TSWG charter.
Joint Tactical SIGINT Standards Handbook by: Mr. Dave Camacho/SHIPWHEEL
SETA Team
- This effort was initiated to develop a TSWG sanctioned SIGINT standards
handbook.
- The focus would be on interoperability and connectivity among the tactical
SIGINT domains (air, ground and maritime) and with national systems.
- JTS proposed focus areas were discussed and are included in the briefing.
The consensus was to also include "physical" services as one
of the focus areas. Also, it was suggested that augmentation of the JSH
subcommittees with TSWG members would enhance interoperability/connectivity
between the tactical SIGINT domains.
- Additionally, the JTS will ensure modernization interfaces are addressed.
- The initial draft of the JTS will be released to the TSPO for review/comment
30 January 1998.
- Funding to continue JTS development beyond 30 January 1998 is being
worked by the TSPO.
Domain Specific Handbooks by: Mr. Dave Camacho/SHIPWHEEL SETA Team;
LCDR Mark Neighbors/CNO; and Major Ivan "Doc" Taylor/HQDA
- Status of each of the domain specific (air, ground and maritime) standards
handbook development efforts were discussed.
- These domain specific handbooks will be the triad upon which the JTS
standards handbook resides. The JTS will identify, develop and adopt service
areas and standards common to all three domains.
- The JASA standards handbook (JSH) (air domain) is currently in version
2.0 (released 30 October 1997). It is unclassified with three classified
annexes. The unclassified portion of the JSH is currently posted on the
internet at www.jswg.org. The entire document (including classified annexes)
will soon be available on NSAnet and INTELINK.
- The MSA standards handbook (MSH) (maritime domain) leverages off the
JSH, addresses maritime unique requirements and is a collaborative effort
between USSOCOM, USMC, and the Navy. The MSH version 1.0 "draft"
was provided to the TSPO for certification by the MSA sponsors on 18 November
1997.
- The ground domain is just getting started and will leverage off the
air and maritime domain specific standards handbooks.
JTS/Domain Standards Proposed Review/Approval Procedures by: Mr. Tim
Hart/SHIPWHEEL SETA Team
- Two distinct processes were discussed: The first addressed JTS ratification,
approval and implementation procedures; and the second focused on TSPO
certification of domain specific standards handbooks.
- Proposed procedures for dealing with the JTS were passed out and the
discussion ensued. The consensus was that initial ratification of the JTS
should be done at the lowest possible level, while still maintaining the
appropriate authoritative endorsement. Once published, the TSPO would pursue
Service/Agency sponsorship and OSD sanctioning. The TSWG members took the
action to review the proposed procedures and were asked to come to the
next TSWG prepared to further discuss the recommended level of JTS Service/Agency
ratification.
- TSPO certification of Domain Specific standards were discussed next.
The process involves a review both within the TSPO arena and by the TSWG
"key" membership. The intent of the "key" member review
is to provide a sanity check to ensure that recommended standards do not
conflict with current DoD mandates and the recommended standards support
the TSWG objectives of interoperability, connectivity and modernization
of tactical SIGINT systems. The TSWG Chair under cover letter requested
that each of the TSWG "key" members provide him with an MSA certification
recommendation by 12 December 1997. In turn, the TSPO will provide a written
recommendation to the Domain Specific sponsors.
Distributed Common Ground Station by: Major John Murphy/DARO
- The goal of DCGS is to develop a multi-intelligence, common, interoperable,
open systems ground systems architecture.
- Attributes: Multi-intelligence capable, JTA, DII/COE based, Consistent
with Joint Intelligence Virtual Architecture goals, Common infrastructure
incorporating non-intelligence functions, reduces intelligence-specific
infrastructure costs and enhances cueing opportunities.
Joint Intelligence Virtual Architecture (JIVA) by: Mr. Melvin Barnes/DIA
- Vision: Coordinated production of intelligence by multiple, physically
separated organizations collaborating in a dynamic virtual environment.
- Why JIVA: Current intelligence production architecture cannot support
today’s warfighting community. Greater demand for simultaneous support.
Must posture for the 21st century.
- JIVA program includes: Processes related to the analysis, production,
dissemination and evaluation of intelligence in an advanced information
environment. Cognitive tools to enhance analyst capabilities. Technical
and automation support required to support advance processing and dissemination
of intelligence. Operator, management, trainer and environment training.
DoD Joint Technical Architecture and Related Efforts by: Mr. Jack Zavin/CISA
- The briefing: Describes the approach to promote interoperability and
build affordable systems within DoD; Provides background on the Joint Technical
Architecture (JTA); Provides an overview of the efforts to expand the JTA;
and Describes how industry groups can support.
- DoD approach: Forming DoD Architecture Coordination Council (ACC) to
ensure DoD architecture efforts are synchronized. The ACC will (1) rationalize
and synchronize architecture efforts, (2) Assure proper use of the three
architecture types, (3) Approve extensions to the JTA, and (4) Authorize
DoD architecture domains.
- JTA overview: A technical architecture that guides the selection of
widely used, commercially based interface standards. Developed to enable
systems to be born Joint and Interoperable.
- The JTA way ahead: Currently developing Technical Architectures for
three JTA Pathfinders (1) Airborne reconnaissance information technical
architecture (ARITA), (2) High level architecture for modeling and simulation,
and (3) Automated test systems critical interfaces. Other potential Pathfinders
will emerge in future versions of the JTA.
- Industry associations: Industry "buy in" is key to acceptance
by DoD.
- JTA is available on the internet at www.itsi.disa.mil.
New Action Items
Item I: Develop criteria for tactical SIGINT systems inclusion within
the TSWG domain.
Action: SHIPWHEEL SETA Team.
Item II: Provide a summary of JSH subcommittees to the TSWG "key"
members. The goal being to augment these subcommittees with TSWG members
in order to enhance interoperability/connectivity between the tactical
SIGINT domains.
Action: SHIPWHEEL SETA Team.
Item III: Develop JTS roadmap for February 1998 and beyond.
Action: K414/TSPO and SHIPWHEEL SETA Team.
Item IV: TSWG "key" member review and certification
recommendation of the MSA version 1.0 "draft" standards handbook.
Action: OSD, DIA, Army, Navy, Marine Corps, Air Force, USSOCOM and NSA.
Item V: TSPO certification of MSA version 1.0 "draft" standards
handbook.
Action: K414/TSPO and SHIPWHEEL SETA Team.
Item VI: TSWG "key" members took the action to review the
proposed procedures and were asked to come to the next TSWG prepared to
further discuss the recommended level of JTS Service/Agency ratification.
