As of December 1997 the FBI had approximately 11,400 Special Agents and 16,400 other employees who perform professional, administrative, technical, clerical, craft, trade, or maintenance operations. About one third of these employees are assigned to FBI Headquarters, and the rest are assigned to field installations.
FBI Special Agents are responsible for enforcing the federal statutes. Special Agents enter service as GS 10 employees on the government pay scale and can advance to the GS 13 grade level in field non-supervisory assignments. Promotions to supervisory, management, and executive positions are available in grades GS 14 and GS 15 as well as in the Senior Executive Service. Scientists, computer specialists, and other speciality personnel at the Forensic Laboratory, Engineering Research Facility, and the Criminal Justice Information Services Division provide expert assistance in developing cases. All these people are supported by other professional employees who efficiently maintain day-to-day FBI operations.
Approximately 20% of FBI Special Agents, are assigned to foreign counter-intelligence operations. Along with other FBI staff, totalling over 2,600, these activities are budgeted at over $500 million annually.
The FBI's total annual funding for all operations, salaries, and expenses is approximately $2.9 billion.
