The Foreign Intelligence Surveillance Court is nominally composed of eleven federal district court judges designated by the Chief Justice of the United States. As of August 2002, the following ten judges were members of the Court:

The Foreign Intelligence Surveillance Court of Review is composed of three federal judges named by the Chief Justice of the United States. Its purpose is to hear appeals of applications for search or surveillance that have been denied by the Foreign Intelligence Surveillance Court.
