Information Sharing Environment (ISE)

According to section 1016 of the Intelligence Reform and Terrorism Prevention Act, the term "Information Sharing Environment" refers to "an approach that facilitates the sharing of terrorism information, which approach may include any methods determined necessary and appropriate."

The Information Sharing Environment (ISE) is intended to combine policies, procedures, and technologies linking the resources (people, systems, databases, and information) of Federal, State, local, and tribal entities and the private sector to facilitate terrorism information sharing, access, and collaboration among users to combat terrorism more effectively.

In June 2005, the President directed that the ISE Program Manager (PM) shall be part of the Office of the Director of National Intelligence (ODNI). Although reporting to the DNI, the PM's mandate covers access to terrorism information across Federal, State, local and tribal governments and the private sector.
