NIMA will continue the generation and dissemination of traditional hardcopy and digital products that users currently rely on for mission success. As applications begin to provide users with rapid access to exploit Framework Information, it is anticipated that requirements for NIMA produced hardcopy products will begin to decline.

The table below provides a list of the standard products that will be initially produced from Foundation and Mission Specific Data Sets generated by the NIMA Foundation and Geospatial Prototype Facility production teams in FY97 and FY98. This list is not meant to be a comprehensive list of all NIMA standard geospatial products, rather a representative cross section of products that can be produced using the strategies identified by the GI IPT. This list will be extended in future iterations of the Master Plan to include additional products and “views”.

C. Appendix C Candidate GII Standards

The base standards for the GII are defined in the Joint Technical Architecture (JTA) and the Information Technologies Standards Guidance (ITSG). These standards cover a wide range of functionality and, by their use within the GII, ensure interoperability with other Department of Defense systems currently under development. This appendix identifies candidate standards to be considered in developing the standards profile for the GII. Through the GII community management and engineering process the necessary standards to support geospatial information will be proposed for inclusion into the JTA.

The standards listed below are grouped into base areas. Within each base area are recommended standards and alternative standards. In addition, future standards are provided for reference. At this time, these standards are only recommended. A desired outcome of the GII community management and engineering process is to solicit feedback from industry and other members of the geospatial information community on these standards. Industry and other members of the community should feel free to recommend alternatives to replace or augment these standards.

The format of the tables below is intended to mimic the JTA. Geospatial standards already included in the JTA are shown as shaded entries. A recommended standard in each area is provided. The use status describes our interpretation of the current state/desirability of the standard. The Recommended standard was chosen based on an assessment of user requirements and the technical merits of the standard. Related standards are those that augment the base standard, such as DMA Technical Report 8350.2 which provides detail for the MIL-STD 2401. Alternate standards augment the base standard in certain areas. For example TEC-SR-7 provides guidance for shifting between WGS84 and numerous local datums. Not Recommended or Declining standards are those that NIMA believes should be avoided. These were included for completeness. Finally, Future standards indicate those that are currently in work and are likely to relevant in the future.

Definitions

Foundation Data: a data set consisting of seven components (controlled and orthorectified monoscopic and stereoscopic imagery, digital elevation, bathymetry, vector features including air and navigation safety, and other globally maintained information such as gravity and magnetics) that is collected near worldwide, independent of missions, that is relatively stable (features change little over time or are updated regularly), accurate, and tied to a common geometry (WGS-84)

Framework Information: Foundation Data, Mission Specific Data Sets, Qualified Data, and associated metadata

geospatial Framework: a trusted, consistent set of geospatial information and supporting services that provides a coherent frame of reference to support the formation of an integrated view of the mission space

geospatial information (GI): any data that has associated with it some contextual, spatial, and temporal reference; more specifically, a collection of precise spatially co-referenced information about the earth, with temporal tags, arranged in a coherent structure and format to support measurement, mapping, monitoring, modeling, spatial reasoning applications, and terrain evaluation

Geospatial Information Infrastructure (GII): the collection of people, doctrine, policies, architectures, standards, and technologies necessary to create, maintain, and utilize geospatial information and services in the context of a geospatial Framework

interoperability: the capability of people, organizations, and equipment to operate effectively together, sharing information so that it can be used across domains; at the system level, interoperability is the ability of two systems or applications to exchange data and for the data to be used by both entities

metadata: graphical or textual information about the content, quality, condition, origins, and characteristics of data

Mission-Specific Data Set (MSDS): further intensification of Foundation Data to greater detail or with additional features and/or attributes to meet mission requirements

Qualified Data Set: data set of known quality and accuracy that has not been integrated or deconflicted with Foundation Data and Mission-Specific Data sets

Unqualified Data: data of unknown quality and accuracy
