EXECUTIVE SUMMARY


Information systems at Department of Defense Intelligence Information System (DoDIIS) sites are becoming increasingly integrated as they transition towards an architecture compliant with the DoDIIS Profile. Responsibilities for this transition to a DoDIIS Profile-compliant open systems architecture rest jointly on the Defense Intelligence Agency (DIA) and on each Service, Command, and site under DoDIIS management guidance.

The DoDIIS management oversight structure (the DoDIIS Management Board [DMB], the Services, and DMB support organizations including both the DoDIIS System Integration Management Office [SIMO] and Engineering Review Board [ERB]) is responsible for reviewing and monitoring site planning. The Commands provide primary oversight, and, in many cases, the actual planning for sites at echelons below the Command headquarters. Final oversight and accreditation is the responsibility of the DMB and DIA.

The products of the site transition methodology provide an important tool for coordinating of the site transition activities. The methodology begins with documentation of the baseline architecture, proceeds to development of an objective site architecture, and includes a year-by-year plan for transition from the baseline to the objective configuration.

The objective site architecture is identified based on an analysis of the site mission, relationships with other sites, and the flow of data into and out of the site. The analysis identifies the specific intelligence functions that should be performed at the site and justifies the selection of specific standard and site unique intelligence applications.

The System Integration Management (SIM) process specifies the development of support documents which includes year-by-year implementation plans outline specific hardware and software configurations planned at the site.
