CHAPTER XI

Sensitive Functions and Facilities

A. Sensitive Functions.

A sensitive function is one in support of atomic energy defense programs whose disruption could reasonably be expected to have a significant adverse effect on the health and safety of the public or the common defense and security. The list of sensitive functions in conjunction with appropriate general guidelines topics is intended to provide a basis for organizations to generate detailed internal guidelines tailored to local needs. Proposed additions, revisions, or deletions to this list should be submitted to SA-20 for consideration and approval.

1. Production or Utilization Facility Design.

a. Production or Utilization Facilities.

(1) Research, development, design, production, and operation of nuclear power reactors or nuclear power sources for military applications other than naval nuclear propulsion.

(2) Information on the design of naval nuclear propulsion reactor plants and reactor plant components.

(3) Procurement, production, fabrication, assembly, disassembly, processing, and/or disposal of nuclear and other materials for reactor or power sources for military applications other than naval nuclear propulsion.

(4) Research and development activities and design, construction, operation, maintenance, etc., related to inertial confinement fusion for military applications.

b. Nuclear Materials.

(1) Production, processing, or utilization of nuclear materials for nuclear weapons program use.

2. Safeguards and Security.

d. Providing Nuclear Emergency Search Team capabilities.

e. Evaluating safeguards and security measures for production and utilization facilities and nuclear materials contained in such facilities or in transit.

f. Collecting, collating, analyzing, coordinating, and using intelligence, investigatory, or other information pertaining to actual or potential threats to atomic energy defense programs facilities; nuclear material or other special materials for use in atomic energy defense programs applications; nuclear material, nuclear weapons or devices, or components of nuclear weapons or devices in transit.

g. Coordinating safeguards and security matters with other Federal, state, or local organizations concerning atomic energy defense programs activities or facilities.

3. Nuclear Weapons.

a. Research, development, and design of nuclear weapons, devices, or components.

b. Testing of nuclear weapons, devices, or components including quality assurance/reliability testing activities.

c. Procurement, production, and/or assembly, storage, modification, retrofit, maintenance, disassembly, retirement, and disposal of nuclear weapons, devices, or components.

B. Sensitive Facilities.

A sensitive facility is one which performs a sensitive function. If the concept of "sensitive facilities" is used in topics in an organization's internal implementation, the organization shall submit a site-specific list of sensitive facilities based on the above sensitive function list to SA-20 for inclusion below. It is the preparing organization's responsibility to insure the continued accuracy and completeness of its portion of the list. This list of sensitive facilities, in conjunction with appropriate general guidelines topics, is intended to concisely communicate to the community at large what site-related information is considered by the originator to be UCNI. This list is not intended to replace internal guidelines and is not a basis for document review or denial determinations.
