Production or Utilization Facility Design Information

The topics that follow apply to the Uranium-AVLIS process sensitive functions and sensitive facilities identified in sections D and E, and to all directly related activities and technologies.

NOTE: The parenthetical notation at the end of the text in each topic cites the DOE general guideline upon which that topic is based.

1. Description of AVLIS Process

Specific information on AVLIS process experience, improvements, or descriptions of operations in such detail as to provide information that can be used to sabotage an operation or facility or to divert nuclear material. (GG No. 11) UCNI

1.1 General descriptions of the AVLIS process and facility operations without details that could be used to sabotage a facility or divert nuclear material. NOT UCNI

2. Description of AVLIS Facilities

Sensitive design or design-related operational information concerning critical equipment or components that if sabotaged could prevent operation of a U-AVLIS plant or could prevent safe shutdown of a specific AVLIS sensitive facility under normal or abnormal conditions; or AVLIS sensitive facility design information that could be of significant assistance in planning or executing an act of theft, diversion, or dispersion of nuclear materials contained in an AVLIS sensitive facility. (GG No. 11) UCNI

2.1 Sensitive design information concerning a specified sensitive facility that could aid a malefactor and is not readily observable from a public area. (GG No. 6) UCNI

2.1.1 General descriptions of facilities, equipment, procedures, or material flow. NOT UCNI

2.2 Detailed floor plans, schematics, equipment number identifications, or similar information that identifies or locates critical equipment. (GG No. 11) UCNI

2.2.1 General floor plans and equipment lists that do not identify and locate critical equipment. NOT UCNI

2.3 Information revealing specific equipment power supply points or cooling water system details. (GG No. 11) UCNI

2.3.1 General information on electrical service and cooling systems without details. NOT UCNI

2.4 Specific information on the location or operation of critical instruments, controls, or valves; or on the routing of critical communications or utility lines. (GG No. 11) UCNI

2.4.1 General information about instrumentation and control systems, communications systems, or utilities without details. NOT UCNI

2.5 Information on the sensitivity of critical equipment, control systems, accountability systems, or alarm systems. (GG No. 11) UCNI

2.5.1 General information about equipment, control systems, accountability systems, or alarms that does not reveal the sensitivity or minimum detection thresholds or any other information that could significantly aid a malefactor. NOT UCNI

2.6 The association of significant design details for uranium chemical processing that are in the public domain with an AVLIS plant or demonstration system if that association reveals information that would assist a malefactor. (GG No. 11) UCNI

3. Information on Technologies Applicable to AVLIS

Specific information about applications of unclassified technologies to Uranium-AVLIS (copper and dye laser technology, electron beam gun technology, refractory materials technology, uranium processing technology, etc.) if such information could significantly aid another nation in improving or developing fissile isotope separation capabilities. (GG No. 10) UCNI

3.1 Specific design or design related operational information on innovative advances in unclassified technologies applicable to AVLIS beyond those achieved in the academic or industrial sectors that could significantly aid another nation in improving or developing fissile isotope separation capabilities. (GG No. 10) UCNI

3.1.1 General information about advances in unclassified technologies applicable to AVLIS without details that could significantly aid another nation in improving or developing fissile isotope separation capabilities. NOT UCNI

3.2 Information revealing an interest, by organizations or people who are involved in or associated with the Uranium-AVLIS Program, in an unclassified technology to evaluate the potential use of that technology in unclassified applications, provided specific information that could significantly aid another nation in developing or improving SNM production capabilities is not revealed. NOT UCNI

3.3 Information revealing that a significant commercially available component or technology is used in the design of a Uranium-AVLIS plant if that information would significantly assist another nation in developing or improving SNM production capabilities. (GG No. 10) UCNI

4. Copper Laser Technology

Specific design or design related operational information about advances in copper laser (CL) technology that are applicable to AVLIS and promise significant increases in laser lifetime, efficiency, or power output if such information could significantly aid another nation in improving or developing laser isotope separation capabilities. (GG No. 10) UCNI

4.1 CL technology, per se, or information on CL designs for applications other than for the separation of special nuclear materials not revealing information important to lasers for an AVLIS plant. NOT UCNI

4.2 CL incremental or evolutionary design improvements that apply to engineering development of the Uranium-AVLIS laser system and details of CL hardware and engineering designs that are beyond the state-of-the-art in the public domain. (GG No. 10) UCNI

4.3 Performance specifications for copper laser chains required for a Uranium-AVLIS production plant. NOT UCNI

4.3.1 Nominal CL power output, efficiencies, and lifetimes for a Uranium-AVLIS production plant. NOT UCNI

4.3.2 Total required CL operating power for a Uranium-AVLIS production plant. NOT UCNI

4.3.3 The power output levels, efficiencies, and lifetimes of copper lasers and associated electronics for the Laser Demonstration Facility (LDF) and earlier research facilities. NOT UCNI

4.3.4 The pulse repetition frequency selected for the CL chains of a Uranium-AVLIS plant. NOT UCNI

4.4 The design and engineering details of the support systems for the CL system (cooling systems and power conditioning equipment) and components of these support systems for a Uranium-AVLIS plant or developed specifically for AVLIS. (GG No. 10) UCNI

4.4.1 The general characteristics of CL system support systems and components. NOT UCNI

5. Dye Laser System

Unclassified design and engineering details of the dye laser system, components, and support systems including the dye handling system specific to a Uranium-AVLIS plant, or that is prototypical of a plant system or hardware, and that could significantly aid another nation in improving or developing laser isotope separation capabilities. (GG No. 10) UCNI

5.1 Unclassified design specifications for dye laser components and chains important to achievement of the separator performance required for a Uranium-AVLIS plant. (GG No. 10) UCNI

5.2 Visual access to dye laser hardware for a Uranium-AVLIS plant, or dye laser hardware that is prototypical of the hardware for a Uranium-AVLIS plant, that has been determined to be UCNI but not revealing the design details or other sensitive information upon which the UCNI determination was based. NOT UCNI

6. Optical Systems

The architecture, design, and engineering details of the Uranium-AVLIS optical systems (not revealing classified information such as details of the photoionization process) if such details could significantly aid another nation in improving or developing laser isotope separation capabilities. (GG No. 10) UCNI

6.1 Detailed and specific layouts or mock-ups of the optical systems for the copper and dye lasers. (GG No. 10) UCNI

6.2 General, non-design specific, description of the Uranium-AVLIS optical systems. NOT UCNI

6.3 General imaging optics and off-the-shelf optical components for handling and combining laser beams. NOT UCNI

7. AVLIS Separators

A detailed layout of an AVLIS plant separator system showing material flow in addition to the number of separator pods or separator modules (provided classified information is not revealed) if such details could significantly aid another nation in improving or developing fissile isotope separation capabilities. (GG No. 10) UCNI

7.1 The external appearance, or photographic or graphic representations, revealing size or scale of a Uranium-AVLIS separator chamber, separator, or separator module for a production plant. (GG No. 10) NOT UCNI

7.1.1 Information or visual access revealing the size of a full-scale separator. (GG No. 10) NOT UCNI

7.2 The fact that a specific separator is full scale. NOT UCNI

7.2.1 The fact that full-scale hardware will be or was used in a demonstration. NOT UCNI

7.3 The number of pods per separator or separator modules. NOT UCNI

7.3.1 The number of separator modules in a production plant. NOT UCNI

7.4 Minor modifications to a commercially available electron beam gun or gun component design specifically for AVLIS demonstration system or plant applications. (GG No. 10) UCNI

7.5 Commercially procured electron beam guns or gun components. NOT UCNI

7.5.1 The fact that commercially available electron beam guns and gun components may be used in Uranium-AVLIS. NOT UCNI

7.6 The number of electron guns in a separator or their nominal geometry without revealing design details. (GG No. 10) UCNI

7.7 Design of the water-cooled vaporization crucible for a Uranium-AVLIS plant or demonstration facility, including the geometry, dimensions, and materials of construction without revealing classified source performance parameters or separator design features. (GG No. 10) UCNI

8. Refractory Materials

The identification of a particular refractory material or surface treatment with a new or innovative application in the handling of liquid uranium external to the separator (provided classified information is not revealed) if such information could significantly aid another nation in improving or developing fissile isotope separation capabilities. (GG No. 10) UCNI

NOTE: The identification of the refractory materials other than yttria and graphite that are being used or considered for use in the fabrication of critical separator components is classified CRD. The identification of a refractory material with a new or innovative application in the uranium processing balance-of-plant may be classified CRD if that material is also being used or considered for use in the fabrication of a critical separator component.

8.1 The identification of well-known refractory materials or surface treatments being used for general uranium processing (foundry work, metal production, etc.) and not being used for critical separator components. NOT UCNI

8.2 The fact that graphite and yttria are used in the separator. NOT UCNI

8.2.1 The deposition techniques for applying yttria to graphite. NOT UCNI

9. Uranium Processing Chemistry

Specific information on innovations or advances in uranium chemistry metallurgy, including the hardware and materials used, that were developed for Uranium-AVLIS and appear to be helpful to another nation in processing uranium. (GG No. 10) UCNI

9.1 The association of significant design details for uranium chemical processing that are in the public domain with an AVLIS plant or for the demonstration system if that information would assist a malefactor. (GG No. 11) UCNI

Safeguards and Security Information

The following topics apply to the sensitive facilities (identified in section E) used for Uranium-AVLIS activities. The information identified below as being UCNI may be classified for a particular facility. Before such information for a particular facility can be determined to be UCNI, the information must be determined to be unclassified by an authorized classifier using an approved local classification guide for the facility in question.

10. Sensitive Functions

The fact that AVLIS R&D and the construction and operation of AVLIS facilities are sensitive functions. (GG No. 1) NOT UCNI

11. Sensitive Facilities

The fact that AVLIS R&D, or that the construction or operations of AVLIS facilities is being performed at LLNL, at Oak Ridge sites, or at any other DOE contractor or subcontractor site. (GG No. 2) NOT UCNI

11.1 The implication that a specific facility is being used for or is being constructed for AVLIS R&D or operations. (GG No. 4) NOT UCNI

12. Security Systems

Specific information on security systems, guards, patrols, or emergency response capabilities, determined not to be classified and not readily available from an uncontrolled area, that could assist a malefactor in sabotaging an HEU or LEU facility or diverting nuclear material. (GG No. 15) UCNI

NOTE: This information must be determined to be unclassified using CG-SS-2 and local classification guides for Safeguards and Security.

12.1 General information on security systems that would normally be in the public domain for a classified or nuclear facility (e.g., the fact that armed guards and security equipment are used or general information such as that access control barriers, deterrent, and denial, etc. are used) or that could be determined by visual or other routine access from an uncontrolled area. NOT UCNI

12.2 General information on security system requirements specified in unclassified, non-UCNI, DOE directives. NOT UCNI

13. Nuclear Material Safeguards.

Information on the location or quantities of nuclear materials in storage or being processed, their form or configuration, the nature of containers, and the nature of processing control systems or material accountability systems that could be of significant assistance or provide an incentive to a malefactor for sabotage or diversion. (GG No. 15) UCNI

NOTE: This information must be determined to be unclassified using CG-SS-2 and local classification guides for Safeguards and Security.

13.1 The fact that a specific facility is or is not capable of storing or handling Safeguard Category I, II, III, or IV quantities of SNM. NOT UCNI

NOTE: Safeguard categories of SNM are specified in DOE Order 5633.3.

13.2 Generic, non-plant specific or non-system specific information that could aid in defeating U.S. domestic safeguards. (GG No. 15) UCNI

NOTE: Plant or system specific information that would assist in defeating U.S. domestic safeguards is classified.

14. Nuclear Material Transportation

Information on the transportation of nuclear materials and wastes to and from Uranium-AVLIS facilities such as schedules, routes, quantities, types and forms, and safety and security features that could significantly aid a malefactor in sabotaging a shipment, dispersing hazardous nuclear material, or diverting special nuclear material. (GG No. 50) UCNI

NOTE: This information must be determined to be unclassified using CG-SS-2 and local classification guides for Safeguards and Security.

14.1 Information pertaining to the shipment of enriched uranium solely for civilian use, i.e., commercial reactor fuel. NOT UCNI

14.2 Information pertaining to the shipment of low-level wastes. NOT UCNI

14.3 Information on the transportation of nuclear materials and wastes contained in unclassified government regulations, directives, and documents and that has been officially placed in the public domain. NOT UCNI

14.4 Information on the transportation of nuclear materials and wastes that can be obtained by visual or other routine access from an uncontrolled area. NOT UCNI

G. Definitions

1. Chamber
The separator vacuum vessel, associated hardware, and product collection system.

2. Mars
A Uranium-AVLIS separator demonstration facility at LLNL.

3. Pod
The extractor, its support frame and thermal enclosure, and the vaporizer.

4. Product
Uranium enriched in 235U.

5. Production facility
"... (1) any equipment or device determined by the rule of the (Secretary of Energy) to be capable of the production of special nuclear material in such quantity as to be of significance to the common defense and security, or in such manner as to affect the health and safety of the public; or (2) any important component part especially designed for such equipment or device as determined by the (Secretary of Energy)." AEA of 1954 as amended.

6. Refractory material
Graphite, metal, or ceramic bulk materials; coatings; or treated surfaces that are resistant to dissolution in liquid metals.

7. Restricted Data
"... all data concerning (1) design, manufacture, or utilization of atomic weapons; (2) the production of special nuclear material; or (3) the use of special nuclear material in the production of energy, but shall not include data declassified or removed from the Restricted Data category pursuant to section 142." AEA of 1954 as amended.

8. Separator
A pod with its surrounding chamber.

9. Separator line
A series of separators that can be illuminated in line.

10. Special Isotope Separation
Plutonium isotope separation.

11. Special nuclear material
"...(1) plutonium, uranium enriched in the isotope 233 or in the isotope 235, and any other material which the (Secretary of Energy) ... determines to be special nuclear material; or (2) any material artificially enriched by any of the foregoing...." AEA of 1954 as amended.
