1. Purpose. To establish a planning system for the Naval Reserve Intelligence Command.

2. Cancellation. COMNAVRESINTCOMINST 3810.1G

3. Mission. The mission of the NRIC is to provide units and individuals which are ready for immediate mobilization in the event of war or other contingency, and whose intelligence collection, analysis, production, and management capabilities directly support their gaining commands and other elements of the active forces as an adjunct of readiness training.

4. COMNAVRESINTCOM Vision. Enclosure (1) is a statement of the NRIC's vision, which drives our current goals and objectives. Steps the NRIC will take to move toward those goals are contained in reference (a). RIA and unit commanders all share responsibility for attaining our goals and vision and are expected to act in concert with and in support of those objectives; many of the specific objectives listed in reference (a) will involve RIA representatives in process-analysis and problem-solving teams. Development of specific RIA and unit plans which contribute to achievement of the NRIC'S vision is the responsibility of individual commanders.

5. Coordination and Communication Tools.

a. COMNAVRESINTCOM will:

(1) Update reference (a) annually in August and keep RIAs informed of the progress toward meeting strategic goals.

(2) Maintain a national Planning Calendar to help all RIA's meet deadlines.

(3) Conduct annual management conferences to facilitate planning and management in the NRIC.

(4) Provide instructional materials on RIA and unit management such as the handbooks prepared by COMNAVRESINTCOM Deputy Chiefs of Staff.

(5) Maintain a national computer Bulletin Board to facilitate better communications and information exchange.

b. RIACs will:

(1) Develop RIA plans to support the NRIC goals and objectives of enclosure (1) and reference (a).

(2) Keep COMNAVRESINTCOM informed of their short-range and long-range plans using established communications procedures.

(3) Maintain a RIA Planning Calendar to assist units in their planning process.

(4) Provide updated RIA planning guidance to unit COs by 1 October each year.

c. Unit COs (except IVTU) will:

(1) Establish Planning Boards for Training, and conduct and document meetings on a monthly basis.

(2) Develop short range training plans, including all information required by reference (b), and incorporate them into the unit Plans of the Month. Prepare medium range training plans as required to request training support from the LACAIR/RESCEN.

(3) Prepare Training & Readiness Objectives (TRO) annually per references (b), and forward them to RIACs by 1 September for the next fiscal year.

(4) Maintain a unit Planning Calendar.
