1. Purpose. To provide guidance and policy for the execution of the Navy Equal Opportunity Program, including prevention of sexual harassment throughout the Naval Reserve Intelligence Program (NRIP).

3. Discussion. References (a) through (d) promulgate policies concerning the Navy Equal Opportunity Program and the prevention of sexual harassment. To ensure that NRIP commands understand and comply with these policies, specific responsibilities are outlined as follows.

4. Responsibilities.

a. Reserve Intelligence Area Commanders (RIACs) will:

(1) Coordinate scheduling of the Navy Rights and Responsibilities (NR&R) Workshop with the supporting Naval Reserve Activity.

(2) Ensure that all Selected Reserve (SELRES) personnel assigned to Reserve Intelligence Area (RIA) units receive the following training, per reference (c):

(a) an NR&R Workshop "upon first reporting to their Inactive Duty Training site [within 90 days] and at least once every four years."

(b) "annual NR&R refresher training [in conjunction] with the annual command assessment" (normally one to two hours).

(3) Ensure that the "Navy Procedures for Processing Discrimination Complaints/Grievances for Military Personnel"

posters are conspicuously displayed in all NRIP unit drilling spaces.

(4) Ensure the following policies are widely disseminated throughout the RIA: (1) COMNAVRESFOR policies on equal opportunity, prevention of sexual harassment, and prevention of reprisals; and (2) SECNAV policy on sexual harassment.

(5) Monitor subordinate NRIP units to ensure compliance with requirements of this instruction.

b. Unit commanding officers will:

(1) Be responsible at the unit level for items 4.a.(2) through 4.a.(4) above.

(2) Ensure that all NR&R training (including prevention of sexual harassment training) provided to NRIP personnel is properly documented.

5. Action. RIACs and NRIP unit commanding officers shall support the Navy and Naval Reserve programs for equal opportunity and prevention of sexual harassment by implementing the provisions of references (a) through (c) and this instruction.
