SECTION 7 - SECURITY

7.1 GENERAL The endurance UAV programs are specifically designed to provide unclassified releasable, high quality imagery. However, while the imagery may appear to be unclassified, the sources, methods, and content may result in a higher classification.

7.2 CLASSIFICATION GUIDANCE The Security Classification guidance for Global Hawk and DarkStar both apply to this CONOPS. DIA Regulation 50-2 pertains to the classification guidance for inclusion of other sources and methods with UAV imagery. The ground station security policy will adhere to DIAM S5200.1, regarding the storage of classified materials.

7.3 CLASSIFICATION OF SENSOR PRODUCTS The theater CINC or his designated representative retains the authority to classify UAV imagery for a particular mission, type of mission, area of coverage, or the specific collection/intelligence requirements for which the platform is tasked. It is the commander’s responsibility (within the constraints of appropriate DoD procedures and guidance) to determine the releasability and priority of releasability to potential recipients of UAV imagery.

7.4. PHYSICAL SECURITY. Endurance UAV protection requirements are based on the individual UAV system, location, and tasked mission. At a minimum endurance UAVs must be protected in accordance with AFI 31-209, The Air Force Resource Protection Program. Under certain circumstances, endurance UAVs must be secured as priority resources in accordance with AFI 31-101, The Physical Security Program.

7.4.1 HQ ACC/SPOS will develop security standards for endurance UAV systems. The standards will identify security priorities and establish requirements for security forces and equipment aids.

7.4.2 When system components are configured with SCI materials, additional safeguards are required.

7.4.3 If the Contingency Airborne Reconnaissance System (CARS) is used as the ground station, refer to the CARS CONOPS, Master Deployment Security Plan, and CARS security standard for protection requirements.

7.5 INFORMATION SECURITY At a minimum, any DoD classified information shall be protected according to the requirements contained in DoD 5200.1-R, Information Security Program Regulation and AFI 31-401, Managing the Information Security Program. Additional requirements are contained in the Global Hawk and DarkStar Security Classification Guides, respectively. In all situations, the level of protection afforded to classified information or materials shall be commensurate to the level of the nature of the information revealed.

7.6 OPERATIONS SECURITY At a minimum, comply with the requirements contained in AFPD 10-11, Operational Security, and AFI 10-1101, Operational Security (OPSEC) Instruction. Also, identify operations security requirements through the program protection planning process (DoD Instruction 5000.2, Defense Acquisition Management Policies and Procedures; AFPD 31-7, Acquisition Security, and AFI 31-701, Program Protection Planning). This process identifies a system’s critical elements, threats, and vulnerabilities and also details how the Air Force will protect the system throughout its life cycle.
