Fielding Methodology (1) General Fielding Plan. The first two systems were fielded during the first quarter of FY93 with the remaining two systems scheduled to be fielded during the second quarter of FY93. The AN/TSQ-90D(V) TERPES (Phase III) will be delivered to Marine Aircraft Group (MAG) 14 for further distribution to the Marine Tactical Electronic Warfare Squadrons (VMAQ's). (Refer to appendix A for allowances.) (2) Method of Fielding. The first two fielded systems will be delivered to the TERPES WSSA at the Naval Air Warfare Center, Weapons Division (NAWC-WPNS), Point Mugu, California. The systems will undergo Systems Integration Testing, Fleet Evaluation Testing (FET), and be used for initial operator and maintenance training prior to being shipped to the using unit. Subsequent deliveries will be directed to the using units. Equipment required to support the AN/TSQ-90D(V) will be requisitioned by the using units. d. Replaced System Equipment. The AN/TSQ-90D(V) is a two shelter system and is an upgrade to the AN/TSQ-90C(V)1, TAM A2537, a three shelter system resulting from Preplanned Product Improvements. Specific disposition instructions for the AN/TSQ- 90C(V)1 will be provided by the CG, Marine Corps Logistics Bases (MARCORLOGBASES), Albany, GA. 2. System Description (a) Administrative Information (1) Nomenclature: Tactical Electronic Reconnaissance Processing and Evaluation System, AN/TSQ-90D(V) (2) TAMCN: A2537VIIG (3) SAC: 3 (4) NSN: 5820-010-362-0605 (5) Unit of Issue: Each (6) Unit Cost: $1,300,000 (7) Support Cost: $176,880 (8) Petroleum, Oil and Lubricants: N/A (9) Equipment Density: Critical Low Density ENCLOSURE (1) (10) Readiness Reporting: The AN/TSQ-90D(V) will be a candidate for Marine Corps Automated Readiness Evaluation System reporting once 85 percent of the equipment is fielded. b. Physical Characteristics. The external dimensions and stowage space requirements are identical for each shelter. Operational Characteristics. The AN/TSQ-90D(V) is a key segment of the Marine Air-Ground Intelligence System (MAGIS) with the capability to process digital Electronic Warfare Support Measures (ESM) data collected and Electronic Countermeasures data recorded by the EA-6B aircraft. The processed ESM data results in Electronic Intelligence that is used by the Marine Air-Ground Task Force to determine the extent of the enemy threat and to plan combined arms operations. Man-Machine Interface is accomplished using independent rack-mounted color monitors and multi-function keyboards for each processing station. Integral and multi-media storage devices are available at each work- station/file server. Outputs are in electronic message formats, hard copy, or electronic media. The TERPES ultimately provides electronic reconnaissance reports to tactical commanders and the Intelligence Analysis System (IAS) within the MAGIS via tactical data links and other forms of digital communications. Operational power is provided from a standard Marine Corps Mobile Electric Power (MEP) generator set and environmental control is provided from standard Marine Corps Environmental Control Unit's, Table of Authorized Material Control Number (TAMCN) B0005 (two per shelter). Appendix B lists the equipment included in a MAG shelter. ENCLOSURE (1) d. Associated Systems. Logistics Support a. Maintenance Support. Maintenance support for the AN/TSQ-90D(V) will be provided by personnel assigned to the VMAQ squadrons. Government Furnished Equipment (GFE) and common items which have been provisioned will be supported through normal maintenance channels. The VMAQ's are authorized to perform first through fourth echelons of maintenance on the Commercial-Off-The- Shelf/NonDevelopmental items (COTS/NDI) with fifth echelon being performed by equipment manufacturers/vendors as a part of the Alternative Logistics Support (ALS) concept. The MARCORSYSCOM will budget for all ALS support requirements. b. Maintenance Functions (1) First Echelon. The TERPES operators (Military Occupational Specialty (MOS) 2631) will perform preventive maintenance including visual inspection, test, cleaning, tightening and other minor adjustments; make external adjustments on equipment; perform basic power-up/power-down procedures; complete preventive maintenance; and assist maintenance personnel in equipment installation. (2) Second Echelon. The TERPES electronic maintenance personnel (MOS 2821/2855) will perform equipment installation, continuity and operational checks of external interconnecting cable assemblies; perform minor cable and cable connector repair; perform fault verification; diagnose malfunctions; isolate malfunctions through the use of Built-In-Test procedures to the major component level (e.g., printer, monitor, Central Processing Unit, etc.); and evacuate those faulty items to the designated ENCLOSURE (1) repair facility. In addition, the TERPES maintenance personnel will perform those organizational maintenance tasks prescribed by the applicable technical documentation. (3) Third Echelon. Third echelon maintenance personnel (MOS 2821/2855) shall accomplish Lowest Repairable Unit repair through fault isolation of defective modules/Circuit Card Assemblies (CCA's). (4) Fourth Echelon. Fourth echelon maintenance personnel (MOS 2821/2855) will analyze/troubleshoot modules or assemblies and effect repairs by replacement only. The actual repair of items will be accomplished at fifth echelon. (5) Depot Maintenance (Fifth Echelon). Depot maintenance consists of depot/contractor rework, maintenance performed on material requiring major overhaul or the complete rebuild of parts, assemblies, subassemblies and end items including the manufacture of parts, modifications, testing and reclamation as required. Direction to the using units for the "SHIP TO/MARK FOR" and funding shall be directed by the CG, MARCORLOGBASES, Albany or the ALS Contractor, as appropriate. c. Manpower, Personnel, and Training (1) Personnel Requirements. There are four VMAQ squadrons. Each squadron is authorized one TERPES Officer (MOS 2602), one TERPES noncommissioned officer in charge (NCOIC) (MOS 2691), five TERPES operators/analysts (MOS 2631), and five TERPES maintenance technicians (MOS 2821/2855). (2) Training Requirements. The TERPES WSSA will modify existing training courses to reflect the additional communica- tions equipment incorporated into the AN/TSQ-90D(V). Initial operator/maintenance training will be conducted prior to FET. The curriculum will cover all job tasks required to operate and maintain the Phase III TERPES. Training will be performed at the WSSA. (a) TERPES NCOIC. The TERPES NCOIC MOS 2691 is a progression from MOS 2631 and requires no additional Individual Training Standard. (b) Operator/Analyst. The Operator/Analyst, MOS 2631, training will be modified to include radio procedures as a result of the fielding of the AN/TSQ-90D(V). A complete review of the operator/analyst tasks will be performed to ensure that the Program of Instruction (POI) reflects the most current training data. ENCLOSURE (1) (c) Maintenance Technician. Fielding of the AN/TSQ-90D(V) will require new task skills for the Maintenance Technician, MOS 2821 (with MAGIS-specific MOS 2855) due to the addition of the communications equipment. The TERPES maintenance technician POI will be updated accordingly to reflect these new task skills. (d) Training Support Items. The only training support item requirements will be the TERPES equipment currently onhand at the WSSA. There are no using unit level training support items required for the AN/TSQ-90D(V). d. Supply Support. The MARCORLOGBASES, Albany will provide supply support for GFE and common items which have been provi- sioned and are currently supported through normal supply and maintenance channels. COTS/NDI equipment will be supported by contractor logistics support, under a new concept called ALS. The ALS program focuses around a civilian support contractor under contract to MARCORSYSCOM. The ALS contractor will maintain a stock of spares/repair parts in a maintenance float. Once a failure has been identified, the faulty item will be replaced with a float item. The ALS contractor will then be responsible for the repair or replacement of the faulty item and ensure that the repaired/replaced item is returned to float stockage. The ALS contractor's representative will work in conjunction with the TERPES maintenance personnel and is responsible for all repair actions which are outside the scope of the TERPES maintenance personnel's training. Comsumables identified in appendix C are using unit responsibility and may be acquired either through the local Direct Support Stock Control Center or, if not available, by open purchase through the Ground Supply Officer. e. Support Equipment. The following paragraphs list the equipment required to support the AN/TSQ-90D(V). (1) Special Tools. Appendix D provides a list of special tools required to support the AN/TSQ-90D(V). Initial issue of these items will be provided with the fielding of the system. (2) Common Tools. There are no new common tools required to support the AN/TSQ-90D(V). (3) Special Purpose Test Equipment. There are no special purpose test equipment requirements to support the AN/TSQ-90D(V). (4) General Purpose Test Equipment. Appendix E provides a listing of the general purpose test equipment required to support the AN/TSQ-90D(V). Initial issue of these items will be provided with the fielding of the systems. ENCLOSURE (1) (5) Test Program Sets. Test program sets have been incorporated into the application software for the system. No additional sets are required. (6) Other Support Equipment. Appendix F provides a list of other support equipment to be provided by the using unit in support of the AN/TSQ-90D(V). The MEP generator is only required when the AN/TSQ-90D(V) is deployed (no commercial power available). f. Technical Publications. The AN/TSQ-90D(V) System Manual (TM-09976F/14&P), the associated Software User's Manual, the System Operator's Manual, and commercial manuals will be provided with each system. Appendix G provides a listing of commercial publications which will be overpacked for delivery with each system. g. Computer Resources Support. System software support is provided by the TERPES WSSA. Maintenance of this software by the using unit will be limited to the submission of Software Trouble Reports/Quality Deficiency Reports or recommended software changes addressed to the WSSA via MARCORSYSCOM (C2IP). h. Facilities. No change in facilities will be required as a result of this fielding. i. Packaging, Handling, Storage, and Transportation (1) Packaging. The using unit is responsible for the proper preparation of all TERPES components/equipment for storage or shipment. There are no special packaging requirements for this system. (2) Handling. All materials will be handled to prevent injury to personnel or damage to the material. Electrostatic Discharge procedures found in DoD-HDBK-263 and NAVSEA OD-46363 will be used when handling modules and CCA's. Due to the weight and size of the AN/TSQ-90D(V), lifting of the shelter requires a crane, forklift or other approved method capable of lifting 15,000 lbs. (3) Storage. Storage of classified items will be per OPNAVINST 5510.1. The using unit will provide storage for all materials and equipment required to support the TERPES. (4) Transportation. The AN/TSQ-90D(V) is air transportable by CH-53E, C-130, or larger aircraft. Ground transportation is provided by nondedicated tactical vehicles or commercial carriers with air-ride suspension. ENCLOSURE (1) j. Warranties. By the time the AN/TSQ-90D(V) is fielded, manufacturer's warranties will have expired. 4. Actions Required to Place Equipment Inservice a. Gaining Command. In addition to actions stipulated by this plan, the following specific actions are required of the gaining command: (1) Action to Place Equipment Inservice (a) The using unit will receipt for and inventory all assets received. (b) The VMAQ S-4/Marine Corps Property Officer will ensure the squadron Table of Equipment (T/E) allowances are modified to reflect items required for the support of the AN/TSQ-90D(V) and coordinate the requisitioning of any related communications or support equipment not currently on the T/E with MARCORSYSCOM (C2IP). (c) Items will be placed on administrative deadline until all of the standards required by paragraph 3b(1) on page 3-17 of MCO P4105.3 are met. (d) Request authorization to place the item inservice from the Commander, Marine Forces Atlantic when all requirements are met. (2) Material Defects Reporting. All defects in the received equipment will be reported per MCO 4855.10 with an information copy to: MARCORSYSCOM (C2IP), Quantico, VA; and the TERPES WSSA, NAWC-WPNS (Code 4066), Point Mugu, CA. (3) Retrograde of Existing Equipment. Replaced equipment will be shipped per instructions received from the CG, MARCORLOGBASES, Albany. (4) Obtaining Supporting Consumables. The using unit will procure supporting consumables through normal requisitioning procedures. Appendix C provides recommended sources of supply for consumables required for system operation. (5) Security Requirements. The VMAQ S-2/TERPES section will provide security control of classified material for the TERPES per MCO 5500.13. ENCLOSURE (1) b. MARCORLOGBASES, Albany.
