We cannot confirm that specialized units are being trained for suicide air operations. We would suggest that such units would have little utility, since, historically, suicide air attacks were no more accurate or effective than conventional operations. Suicide air attacks would have a certain propaganda value and, in this regard we note that the Arabs have, in the past, demonstrated a penchant for suicide missions - although they are generally conducted on foot or in a vehicle. This is the initial indication of an airborne suicide attack for this crisis. [ (b)(1) sec 1.3(a)(4) ] the Iraqi Air Force has the capability to deliver chemical ordnance against a given target, with or without the intent to return to base. We suggest that an aerial chemical attack, if conducted, will probably be flown in a conventional way employing FLOGGERs or FITTERs using mustard or tabun filled GE bombs (250 kg or 500 kg).
