A radiation dispersal device (RDD) could be constructed, however, the probability of this happening is assessed as negligible for the following reasons: l. The military utility of such a device would be very low. Other than damage caused by blast or fragments, effects of an RDD using low-grade products would be minimal and easily countered by protective equipment. 2. There is no evidence of intent to produce a device. RDD is a terrorist weapon and Iraq's motives are not the same as a terrorist. 3. Radioactive material is very expensive and too hard to come by to waste on an RDD. 4. Public reaction and possible retaliation. C. [ (b)(1) sec 1.3(a)(4) ] D. [ (b)(1) sec 1.3(a)(4) ] 2. The EUCOM NEST is always on a short (four hour) availability. If there is a need for their capabilities, they will be made available. However, considering the negligible threat of an ROD, their deployment does not appear Justified at this time. There are concerns over their use. For example: a. What is their cOncept of operations considering their detection ability is limited to distances measured in feet. b. Team composition is 2 military and 6 civilians augmented by military Searchers. There would be limitation on the use of the civilians in a hostile fire zone. c. Loss of availability to EinCOff when their threat might be increased. 3. The Intelligence Task Force is constantly monitoring this situation and will notify you of any change in the throat situation. Request you channel your request for DOE support through the Crisis Action Team. DOE is prepared to assist in any -way possible.
