TARGETING PRIORITY Filename:0173pgv.91d IRAQ INTERAGENCY BIOLOGICAL WARFARE (BW) WORKING GROUP TARGETING PRIORITY AGAINST IRAQ BY FACILITIES- 14 JANUARY 1991 Subject: TARGETING PRIORITY 1. Ongoing analysis and collection on Iraqi BW facilities, both suspect and confirmed, leads us to recommend a re- prioritization against these targets (the recommended new prioritization is attached). [ (b)(1) sec 1.3(a)(4) ] of the Habbaniyah suspect BW bunker reveals that activity has been occurring at this facility. The activity observed does, not appear to be BW related unlike the bunkers at Salman Pak, Karbala, and Qabatiyah this bunker is not separately secured, nor does it appear to contain any other [ (b)(1) sec 1.3(a)(4) ] is common to 13 of the other suspect BW bunkers casting additional doubt as to their purpose. It is therefore recommended that the BW production plants now precede all of these unsecured suspect bunkers in priority on the target list. 2.
