INTRO:  PRESIDENT CLINTON HAS DECIDED TO IMPOSE COMPREHENSIVE  

ECONOMIC SANCTIONS AGAINST THE GOVERNMENT OF SUDAN. RON PEMSTEIN 

REPORTS FROM THE STATE DEPARTMENT ON THE SANCTIONS AND THE 

REASONS BEHIND THEM.



TEXT:  ACTING BEFORE CONGRESSIONAL MOVES TO CUT OFF AMERICAN 

TRADE WITH SUDAN, PRESIDENT CLINTON HAS DECIDED TO IMPOSE HIS OWN

ECONOMIC SANCTIONS. 



SECRETARY OF STATE MADELEINE ALBRIGHT ACCUSES SUDAN OF CONTINUING

TO SPONSOR INTERNATIONAL TERRORISM, OF DE-STABILIZING ITS 

NEIGHBORS, AND OF VIOLATING HUMAN RIGHTS AND ENGAGING IN 

RELIGIOUS PERSECUTION.



UNDER THE NEW SANCTIONS, SUDAN'S ASSETS IN THE UNITED STATES ARE 

FROZEN -- AND TRADE AND MOST FINANCIAL TRANSACTIONS WITH SUDAN 

ARE PROHIBITED.



SECRETARY OF STATE ALBRIGHT SAYS EARLIER AMERICAN SANCTIONS 

AGAINST SUDAN HAVE NOT BEEN EFFECTIVE.

         WE TAKE THESE STEPS BECAUSE THE GOVERNMENT OF SUDAN HAS 

         FAILED TO RESPOND TO REPEATED EXPRESSIONS OF CONCERN OR 

         TO THE IMPOSITION OF LESSER SANCTIONS.

THE UNITED STATES HAS NOT BEEN SUCCESSFUL IN CONVINCING THE 

UNITED NATIONS TO JOIN ITS SANCTIONS AGAINST SUDAN. (SIGNED)
