VOICED AT:

INTRO: SECRETARY OF STATE MADELEINE ALBRIGHT HAS DESIGNATED 30

ORGANIZATIONS AS TERRORIST GROUPS. AS SUCH, THEY WILL NO LONGER

BE ALLOWED TO RAISE MONEY IN THE UNITED STATES. RON PEMSTEIN

REPORTS FROM THE STATE DEPARTMENT.

TEXT: THE LAW FORBIDS THE 30 TERRORIST ORGANIZATIONS FROM

RAISING MONEY IN THE UNITED STATES AND FREEZES THEIR FUNDS IN

AMERICAN BANKS. MEMBERS OF THESE ORGANIZATIONS ARE NOT ELIGIBLE

FOR AMERICAN VISAS.

THE ORGANIZATIONS INCLUDE HAMAS AND HEZBOLLAH THAT ATTACK ISRAEL

-- AND KACH AND KAHANE CHAI THAT ATTACK ARABS. THEY ALSO INCLUDE

THE KHMER ROUGE IN CAMBODIA, THE TAMIL TIGERS IN SRI LANKA AND

THE SHINING PATH IN PERU.

SECRETARY OF STATE ALBRIGHT SAYS THE AIM OF THE LAW IS TO MAKE

THE UNITED STATES FREE OF TERRORISTS.

                       ///ALBRIGHT ACT///

         THIS REQUIRES A RECOGNITION THAT TERRORISM IS NOT A

         SELF-SUSTAINING ENTERPRISE. IT NEEDS MONEY AND SUPPLIES

         TO SUCCEED. OUR GOAL IS TO MAKE THE UNITED STATES FULLY

         'A NO-SUPPORT-FOR-TERRORISM ZONE.'

                          //END ACT///

THE COUNTER-TERRORISM LAW IS ALREADY BEING CHALLENGED IN AMERICAN

COURTS. (SIGNED)
