LIMOUSINE IN DALLAS, TEXAS.  IN THE AFTERMATH OF THE KENNEDY 
ASSASSINATION, THE SECRET SERVICE REVISED ITS SECURITY TECHNIQUES
AND PRIDES ITSELF AS THE FINEST PROTECTIVE SERVICE IN THE WORLD.

NOW, INDEPENDENT COUNSEL KENNETH STARR WANTS TO COMPEL SECRET 
SERVICE AGENTS TO TESTIFY IN HIS ON-GOING PROBE INTO ALLEGATIONS 
OF SEX AND PERJURY INVOLVING PRESIDENT CLINTON AND FORMER WHITE 
HOUSE INTERN MONICA LEWINSKY.

THE DEPARTMENTS OF JUSTICE AND TREASURY OPPOSE THE REQUEST, 
FEARING THAT FORCING SECRET SERVICE AGENTS TO TESTIFY ABOUT WHAT 
THEY SEE AND HEAR DURING THE PRESIDENT'S PRIVATE MOMENTS COULD 
COMPROMISE THEIR ABILITY TO PROTECT HIM.

TESTIMONY OF SECRET SERVICE AGENTS COULD BE CRUCIAL IN HELPING

MONICA LEWINSKY.  THAT IS A VIEW SUPPORTED BY A FORMER ASSOCIATE 
WHITE HOUSE COUNSEL IN THE REAGAN ADMINISTRATION, ALAN RAUL, WHO 
WAS ALSO INTERVIEWED ON THE "TODAY" PROGRAM.

THE JUSTICE DEPARTMENT HAS ALSO FILED COURT PAPERS OPPOSING THE 
STARR REQUEST.  THOSE PAPERS INCLUDE A LETTER FROM FORMER 
PRESIDENT GEORGE BUSH, WHO SAYS HE IS DEEPLY TROUBLED ABOUT THE 
ALLEGATIONS AGAINST MR. CLINTON, BUT OPPOSES FORCING SECRET 
SERVICE AGENTS TO TESTIFY.  THE FORMER PRESIDENT SAYS REMOVING 
THE GUARANTEE OF CONFIDENTIALITY COULD LEAD FUTURE PRESIDENTS TO 
DISTRUST THE AGENTS WHO GUARD THEM, AND THAT IN TURN COULD PUT 
THEM AT RISK.

TESTIMONY FROM A FORMER UNIFORMED SECRET SERVICE OFFICER WHO SAYS
THE PRESIDENT SPENT NEARLY AN HOUR ALONE WITH MONICA LEWINSKY IN 
THE OVAL OFFICE IN LATE 1995.

THE PRESIDENT HAS DENIED HE HAD A SEXUAL RELATIONSHIP WITH MONICA
LEWINSKY AND SAYS HE NEVER TOLD ANYONE TO LIE ABOUT THE NATURE OF
