41 Jurisdictions Receive Nearly $12 Million to Combat Domestic Terrorism


    WASHINGTON, Sept. 18 /PRNewswire/ -- The Justice Department today awarded
41 localities approximately $12 million to help them acquire personal
protective, chemical/biological detection, decontamination and communications
equipment for response to terrorist incidents. The State and Local Domestic
Preparedness Equipment Support Program is administered by the Justice
Department's Office of Justice Programs (OJP).
    "The first hours of a terrorist attack are critical," said Attorney
General Janet Reno. "This equipment will help local emergency personnel save
lives, right there on the front line."
    Localities may use funding to purchase emergency response equipment
required by fire, emergency medical services, hazardous materials response
units and law enforcement agencies. Due to the limited funding available for
Fiscal Year 1998, eligibility was restricted to the nation's 120 largest
counties and cities.
    "We recognize that the threat of a terrorist attack on America's
communities is not only frightening, but very real," said Laurie Robinson,
Assistant Attorney General for the Office of Justice Programs (OJP).
"Providing the necessary funding to localities to better protect themselves
from such attacks is a top priority of the Justice Department, the Attorney
General and the entire Administration."
    Grant applications submitted needed to reflect the jurisdiction's
prioritized equipment needs for first-responder agencies. In keeping with the
comprehensive approach of OJP's and the Department's domestic preparedness
initiative, first responders receiving equipment under this program will also
receive training on the use of that equipment.
    The State and Local Domestic Preparedness Equipment Support Program was
developed in coordination and cooperation with the Federal Bureau of
Investigation's (FBI's) Weapons of Mass Destruction Counter-Terrorism Center
and the Federal Emergency Management Agency (FEMA). This program is just one
part of an overall government-wide effort to enhance the capabilities of state
and local jurisdictions to plan for and respond to acts of terrorism.

       State And Local Domestic Preparedness Equipment Support Program
                                  Fact Sheet

    The State and Local Domestic Preparedness Equipment Support Program,
established in Public Law 105-119, is administered by the Justice Department's
newly created Office for State and Local Domestic Preparedness Support
(OSLDPS) in the Office of Justice Programs (OJP). Congress appropriated $12
million in Fiscal Year 1998 for grants to state and local governments to
acquire personal protective, chemical/biological detection, decontamination,
and communications equipment.
    The Office of Justice Programs is providing funding to metropolitan
jurisdictions to purchase certain types of emergency response equipment needed
by fire services, emergency medical services, hazardous materials response
units, and law enforcement agencies to respond to a terrorist incident
involving nuclear, chemical or biological weapons or improvised explosive or
incendiary devices. This program is part of an overall government-wide effort
to enhance the capabilities of state and local jurisdictions to plan for and
respond to acts of terrorism. OJP is coordinating its efforts with the Federal
Bureau of Investigation (FBI) and the Federal Emergency Management Agency
(FEMA).
    Due to limited funding available for Fiscal Year 1998, eligibility was
restricted to the nation's 120 largest counties and cities, which were
targeted by OJP's first responder training program. Of the 120 eligible
jurisdictions, 84 applied and 41 jurisdictions are receiving grants.
    Each applicant was asked to review the equipment already on hand within
its jurisdiction, and then demonstrate a need for additional equipment.
Applicants were required to describe any previous support they may have
received from the Department of Defense (DOD) or the Department of Health and
Human Services (HHS). In addition, each jurisdiction had to address specific
goals and objectives it would like to achieve through the equipment
procurement project, discuss its implementation and evaluation plan, and
present the project management structure that will be used to oversee the
administration of grants funds.
