TEXT: SECURITY COUNCIL PRESIDENT JEREMY GREENSTOCK OF BRITAIN READ A STATEMENT TO REPORTERS AFTER THE COUNCIL HELD ITS REVIEW OF LIBYA SANCTIONS. HE SAID THE COUNCIL IS PREPARED TO LIFT SANCTIONS IF LIBYA COMPLIES WITH RESOLUTION 11-92. THAT RESOLUTION REQUIRES LIBYA TO HAND OVER TO THE NETHERLANDS TWO MEN ACCUSED OF BOMBING A PAN AMERICAN AIRLINER OVER LOCKERBIE, SCOTLAND, IN 1988. TWO-HUNDRED-70 PEOPLE DIED IN THE BOMBING. THE RESOLUTION ALSO REQUIRES LIBYA TO SATISFY FRENCH AUTHORITIES CONCERNING THE BOMBING OF A FRENCH U-T-A AIRLINER OVER NIGER IN 1989. AMBASSADOR GREENSTOCK: /// GREENSTOCK ACT /// MEMBERS REITERATED THEIR CALL TO LIBYA TO COMPLY WITH RESOLUTION 11-92 AND RECALLED THAT SANCTIONS WOULD BE SUSPENDED AS SOON AS THE SECRETARY-GENERAL REPORTS THAT THE TERMS OF 11-92, PARAGRAPH EIGHT, HAVE BEEN MET. /// END ACT /// LIBYA HAS AGREED IN PRINCIPLE TO A PLAN UNDER WHICH THE TWO MEN WOULD BE TRIED BY A SCOTTISH COURT IN THE NETHERLANDS. BUT LIBYAN OFFICIALS SAY MANY ASPECTS OF THAT PLAN STILL NEED CLARIFICATION. THE SECURITY COUNCIL SAYS IT HAS RESPONDED TO ALL REQUESTS FOR CLARIFICATION FROM LIBYA. THE BRITISH AMBASSADOR SAYS LIBYA HAD QUESTIONS ABOUT THE RIGHTS AND TREATMENT OF THE SUSPECTS DURING THE TRIAL. HE SAYS THE COUNCIL PROVIDED LIBYA WITH NUMEROUS ASSURANCES, INCLUDING PROMISES TO MEET RELIGIOUS, DIETARY AND HEALTH REQUESTS AND ALLOW VISITS BY CLERICS AND FAMILY MEMBERS. BUT LIBYA IS REPORTED TO BE UNHAPPY WITH THE COUNCIL'S RESPONSE TO QUERIES ABOUT WHERE THE TWO SUSPECTS WOULD SERVE THEIR SENTENCES IF CONVICTED OF INVOLVEMENT IN THE BOMBING. BRITISH OFFICIALS SAY THEY MUST SERVE THEIR SENTENCES IN SCOTLAND. U-N SECRETARY-GENERAL KOFI ANNAN IS ATTEMPTING TO MEDIATE THE ISSUE TO ENSURE SUCH DISAGREEMENTS ARE RESOLVED SOON.
