THE ATTACK ON AN AMERICAN PASSENGER PLANE OVER LOCKERBIE, SCOTLAND, IN 1988 KILLED 270 PEOPLE. TWO LIBYANS BELIEVED TO BE SECURITY OFFICERS WERE SUBSEQUENTLY CHARGED WITH PLANNING THE ATTACK.
