Text: Statement of Perm Five UN Security Council Members on Terrorism

(Calls for strengthening fight against international terrorism) (340)

The five permanent members of the UN Security Council have urged all
nations to implement a six-point action program to combat
international terrorism, which, they say, "endangers the lives and
well-being of ordinary people world-wide, as well as threatening the
peace and security of all states."

The proposals made in a September 23 statement issued by the Foreign
Ministers of these nations include one to deny the right of asylum to
"those who plan, finance or commit terrorist acts."

STATEMENT ON COMBATTING INTERNATIONAL TERRORISM

ISSUED ON 23 SEPTEMBER 1999 BY THE MINISTERS FOR FOREIGN AFFAIRS OF
THE FIVE PERMANENT MEMBERS OF THE SECURITY COUNCIL

The growth in acts of international terrorism endangers the lives and
well-being of ordinary people worldwide, as well as threatening the
peace and security of all states. We consider it vital to strengthen,
under the auspices of the United Nations, international cooperation to
fight terrorism in all its forms. Such cooperation must be firmly
based on the principles of the UN Charter and norms of international
law, including respect for human rights. In the context of such
cooperation all states should take all appropriate steps to:

-- protect their nationals against terrorist attacks;

-- cooperate with each other to prevent and suppress terrorist acts
whenever and by whomsoever committed and to bring to justice the
perpetrators of terrorist acts;

-- prevent and suppress in their territories the preparation and
financing of any acts of terrorism;

-- deny terrorists safe havens; those who plan, finance or commit
terrorist acts should be denied the night of asylum afforded to
legitimate refugees;

-- exchange information in accordance with international and domestic
law, and cooperate on administrative and judicial matters in order to
prevent the commission of terrorist acts;

-- adhere to the international anti-terrorist conventions and continue
to work to strengthen the international legal regime to combat
terrorism.
