TCS Manning: UAV squadrons and TCS manning, particularly the “stand alone” TCS systems, must be evaluated with Battle Space Dominance in mind. For example, NSAWC has forwarded a proposal to the VTUAV CONOPS working group that, if adopted, would reshuffle traditional responsibilities, to include taking advantage of existing Tactical Action Officer (TAO) expertise and possibly sending career enlisted UAV internal pilots to an abbreviated flight school in Pensacola. The goal would be to develop career enlisted UAV pilots that are FAA accredited thereby minimizing the impact upon fleet pilot manning.
In the absence of a new approach to UAV manning, Stand Alone TCS systems will not be manned. The manning study sponsored by the TCS office concurs. If they will not be manned, then the TCS fielding numbers and CONOPs need to be revisited.
