Basis of Issue Plan - BOIP

A. DESCRIPTION: THE GROUND CONTROL STATION (GCS) IS A EXPAND- ABLE RIGID WALL, TYPE 1 COMMAND AND CONTROL SHELTER MOUNTED ON A HEAVY HMMWV. THE GCS IS THE UAV CONTROL CENTER. EACH GCS COMMANDS (SEQUENTIALLY) UP TO FOUR UAVS. THE GCS IS USED BY THE AV OPERATOR AND MISSION PAYLOAD OPERATOR TO CONTROL THE AV'S FLIGHT AND PAYLOAD PERFORMANCE THROUGH THE GROUND DATA TERMINAL (GDT). THE GCS MAIN TASKS ARE CONTROLLING THE AV TO THE DESIRED FLIGHT PATTERN, TRANSMISSION AND EVALUATING VIDEO INFORMATION AND RECORDING DATA RECEIVED FROM THE AV. THE GCS HAS TWO OPERATOR POSITIONS: A UAV OPERATOR POSITION AND A MISSION PAYLOAD OPERATION POSITION. IN EACH SHELTER THERE ARE THREE EQUIPMENT CONSOLES: THE LEFT CONSOLE IS NORMALLY THE PILOT POSITION, THE CENTER CONSOLE CONTAINS THE AIR VEHICLE LOCATION DISPLAY (AVLD), WHICH SHOWS UAV LOCATIONAL DATA AND INCORPORATES MISSION PLANNING, PROCESSING, REPORTING AND VARIOUS INFORMATION AND GUIDANCE FUNCTIONS. THE RIGHT CONSOLE IS NORMALLY THE PAYLOAD OPERATOR POSITION. THE LEFT AND RIGHT CONSOLE CONTROLS ARE IDENTICAL IN CAPABILITIES AND FUNCTIONS CAN BE TRANSFERRED TO EITHER CONSOLE UPON COMMAND OR IN THE EVENT OF SYSTEM FAILURE. THE GCS WEIGHS 10,000 LBS, AND DIMENSIONS ARE L=102", W=84", AND H=67". COMPONENTS OF THE GCS: A34463 - AIR CONTDITIONER: FL/WALL A/C, AC 208V, 3PH, 60CY, 18000 BTU, CMP HZ Z39320 - LTWT MULTIPURPOSE SHELTER: (LMS) B. CAPABILITIES: PROVIDES NEAR REAL TIME DATA TO SELECTED USERS, INCLUDING REMOTE VIDEO TERMINALS, JSTARS, ASAS, GROUND SUPPORT MODULE (GSM), AND ADVANCED FIELD ARTILLERY TACTICAL DATA SYSTEM (AFTADS). RECORDS AND PLAYBACKS DATA FOR THE ENTIRE DURATION OF THE MISSION, INCLUDING FREEZE FRAME AND HARD COPY IMAGE CAPABILITY. THE GCS CAN ONLY COMMUNICATE WITH AND CONTROL ONE UAV AT A TIME. HOWEVER, THROUGH TIME SHARING, IT CAN CONTROL A RELAY VEHICLE AND A MISSION VEHICLE SIMULTANEOUSLY. THE GCS CAN INCORPORATE THE MISSION PLANNING FUNCTIONS AND HAS THE ABILITY TO PROCESS AND DISSEMINATE INTELLIGENCE AND CALL FOR AND ADJUST INDIRECT FIRE. C. EMPLOYMENT: THE GCS IS LOCATED NEAR THE ECHELON OF THE TOC IT SUPPORTS IN ORDER TO PROVIDE NEAR-REAL TIME IMAGERY TO THE COMMANDER. IN THE CASE OF THE CORPS AND EAC UNITS WHICH RECEIVE FOUR GCS'S TWO ARE LOCATED AT THE MAIN AND TWO AT THE TAC CP'S. D. BASIS OF ISSUE: FOUR PER GROUND CONTROL SECTION, AIR RECON CO, MI BN (AE), MI BDE, CORPS. TWO PER GROUND CONTROL SECTION, AIR RECON PLT, MI BN, HEAVY, AIRBORNE AND AIR ASSAULT DIVISIONS. FOUR PER GROUND CONTROL SECTION, AIR RECON PLT, MI CO, ACR (HEAVY). E. POWER REQUIREMENTS: POWER SUPPLIED BY DEDICATED GENERATOR (J35825) OR COMMERCIAL 110/220 VAC 50/60 HZ. F. TRANSPORTATION REQUIREMENTS: TRANSPORTED BY HEAVY HMMWV. IS AIR TRANSPORTABLE BY C-130/C-141/C-5/C-17. G.
