
Basis of Issue Plan - BOIP
A. DESCRIPTION: THE AN/TLQ-17(V)4 IS AN ECHELON-ABOVE-
CORPS (EAC) ELECTRONIC COUNTERMEASURES (ECM) SYSTEM DESIGNED
TO COUNTER HIGH FREQUENCY (HF) COMMUNICATIONS. IT IS COMPRISED
OF AN AN/TLQ-17A(V)3 TRAFFICJAM SYSTEM CONNECTED TO AN
OE-317/TSC-99 HF ANTENNA. THE SYSTEM IS MOUNTED IN A
MODIFIED S-250 SHELTER PLACED ON AN M1037 HMMWV. A SECOND
HMMWV IS PROVIDED AS A SUPPORT VECHICLE. THE TWO HMMWVS ARE
IDENTICAL AND ARE MODIFIED WITH ENVIRONMENTAL AND ELECTRICAL
SUPPORT (EES) AND TRAFFICJAM INTERFACE (TI) INSTALLATION
KITS. IT SHOULD BE NOTED THAT THE TWO HMMWV ARE COMPONENTS
OF LIN C30675 WHICH IS LISTED BELOW AS A BOIP MAJOR
COMPONENT ITEM.
NOTE: THE OE-317/TSC-99 HF ANTENNA IS NOT LISTED IN ASIOE
BECAUSE IT DOES NOT HAVE A LIN. THE NSN IS 5895-01-095-6206.

B. CAPABILITIES: THE AN/TLQ-17A(V)4 IS USED TO PERFORM ESM
AND ECM AGAINST GROUND AND AIRBORNE COMMUNICATIONS IN ITS
OPERATING RANGE. IT HAS A SKYWAVE CAPABILITY IN THE FREQUENCY RANGE
OF 1.5 - 30 MHZ AND A GROUND WAVE CAPABILITY IN THE
FREQUENCY RANGE OF 1.5 TO 80 MHZ. MANUAL SEARCH, SCAN,
PRIORITY, AND MONITOR MODES ARE PROVIDED. THE SYSTEM OPERATES
ON AMPLITUDE MODULATION (AM) FREQUENCY MODULATION (FM),
CONTINUOUS WAVE (CW), AND SINGLE SIDEBAND (SSB) SIGNALS.
C. EMPLOYMENT: THE SYSTEM IS EMPLOYED THROUGHOUT THE THEATER FOR
MI.
D. BASIS OF ISSUE: ONE PER ECM AUGMENTATION TEAM. TWO PER EAC MI
SEPERATE SIGINT COMPANY ECM TEAM.
E. POWER REQUIREMENTS: THE SYSTEM REQUIRES A 110/208 VAC, 3
PHASE, 400HZ, 3KW POWER SOURCE WHICH IS SUPPLIED BY THE CONVERTER
YCV-3967/TLQ-17A(V) RECEIVING 28V DC FROM THE HMMWV ENGINE AND
CONVERTING IT TO THE REQUIRED 110/208 VAC, 3 PHASE, 400 HZ POWER.
F. TRANSPORTATION REQUIREMENTS: THE MODIFIED M1037 HMMWV
(SHELTER) IS THE PRIME MOVER. THE OTHER MODIFIED HMMWV CARRIES
PERSONNEL AND EQUIPMENT. BOTH MODIFIED M1037 HMMWV'S (T07543) ARE
COMPONENTS OF LIN C30675 WHICH IS A COMPONENT OF THE MAJOR END ITEM.
THE SYSTEM IS AIR TRANSPORTABLE.
G. PERSONNEL/MAINTENANCE IMPACTS:
(1) OPERATOR: 98G, EW/SIGINT INTERCEPTOR, 2 PER SHIFT
TOTAL OF 4 PERSONNEL.
