Certainly to outsiders and perhaps enven insiders the term TENCAP is somewhat innocuous. Even spelling the scronym out with its formal name of Tactical Exploitation of National Capabilities is not wholly explanatory. Depending on one’s perspective, TENCAP might simply evoke a connection to equipment or in some general sense to “systems.” It is easy to begin to think of TENCAP as systems or system capabilities, anthropomorphizing each of them in daily conversation. It is done frequently and I hear it all the time. But there is more to TENCAP than the systems or their capabilities themselves----they are simply an instrument.
TENCAP is more than nuts and bolts and technology or strictly systems. Examining various levels of TENCAP and its users provides new meaning for the word----bringing depth, breadth and texture to its meaning----and----carving definition and dimension.
Examining the layers of TENCAP brings forth a new dimension and exposes a rich and colorful texture. A closer look provides bits and pieces to the story, texture and strength of composition. The texture adds richness, stability and strength.
