The Classified DIA MSRR is required to support the Department of Defense (DoD) Modeling & Simulation Community with Intelligence resources. The DIA is responsible for providing DoD Intelligence community support to DoD users of models and simulations. DIA is the DoD Modeling & Simulation (M&S) Executive Agent (MSEA) for Intelligence and the Joint Simulation System (JSIMS) Executive Agent (EA). To meet the goals and objectives of the M&S community, DIA is responsible for the development of an initial capability of the classified Intelligence Node of the DoD CMSRR (DIA CMSRR). Currently, processing intelligence data for the M&S community can be very manpower intensive. The M&S community must be able to quickly access, acquire, and capture valid intelligence data. Development of the DIA CMSRR will reduce the processing overhead associated with loading intelligence data into Defense simulations and wargames. This effort will establish the foundation for the electronic retrieval of classified, finished intelligence by sanctioned M&S programs. Additionally, intelligence data products will be made available to the M&S community via the DIA CMSRR's standardized data interchange formats. The DIA CMSRR will directly support the broad DoD M&S goals and ob-jectives, which includes "flagship" programs, Joint Warfare Simulation (JWARS) and Joint Simulations System (JSIMS).
The objective of this task is to develop and maintain a distributed classified intelligence resource repository with a series of utilities to interact and integrate standardized Intelligence Community databases to provide effective, time efficient, automated flows of data to DoD M&S programs and associated data repositories. The databases of primary in-terest, but are not limited to, Modernized Integrated Database (MIDB), Military Engineering Pa-rameters Equipment Database (MEPED) and Migration Defense Intelligence Threat Data Sys-tem (MDITDS). The utilities shall consist of but not be limited to Data Interchange Formats (DIFs) based on DoD Standard data elements, other templates as appropriate, and associated end user formats. The utilities shall support facilities, targets, infrastructure, weapons systems and integrate laydowns of foreign capabilities. This TO will meet the DoD goal of achieving an integrated and interoperable Defense Information Infrastructure (DII) by developing and main-taining utilities that will facilitate the sharing of Intelligence databases and resources. In developing the DIA CMSRR, this project will leverage the various efforts that the Defense Modeling & Simula-tion Office (DMSO) is currently spearheading to support the needs of the M&S community. The M&S Master Plan addresses the need for data standards, interoperability and the development of an infrastructure to maximize the utility of available resources. The MSRR/CMSRR network is an integral part of this support infrastructure. The MSRR/CMSRR provides a distributed net-work of repositories as a source for identifying and accessing the necessary information for the M&S community. This network of nodes, throughout the M&S community, will allow rapid iden-tification of resources and provide the necessary means to gain access to the required informa-tion. DMSO is also developing several different types of Data Interchange Formats (DIFs) to support the M&S community. The DIFs allow for the processing of multiple data sources into a common view. The M&S community is able to retrieve the data in a standard format that will support their modeling or simulation needs. The DIA CMSRR will be an integral part of the DMSO CMSRR support structure to provide the M&S community with intelligence data products such as country templates, force laydowns, Order of Battle data, Facilities and Target data, etc. These products will be provided by the development of DIFs and Automated Protocol Interfaces (APIs) on the DIA CMSRR. The user will be able to view, access, format, and retrieve the data without extensive technical knowledge.
The DIA CMSRR provides for the M&S community to iden-tify, access, obtain and download Intelligence data in a user-friendly, automated systems envi-ronment. The DIA CMSRR will be interoperable with the DMSO CMSRR network of nodes and allow the user to traverse the network with appropriate sanctions. The contractor will coordinate with existing projects doing development in support of the DMSO CMSRR infrastructure. The node will be developed having the same or similar look and feel as other CMSRR nodes and provide for a consistent, integrated system within this network. The hardware and software specifications and design of existing systems will be reviewed for compatibility, interoperability, and possible reuse. Software module reuse will be leveraged as much as possible for cost savings. Any hardware and software identified will be reviewed for compatibility with the rest of the CMSRR network. Incompatibilities will be identified and alternative solutions will be presented for review to DIA for resolution. Hardware and software requirements will be determined and procured. NGIC is currently designing a node for interoperability with the DMSO infra-structure to support the M&S community. When the application is located on the DIA CMSRR it will access the MIDB and CFDB directly to provide source data to the user. Any modifications to the application to execute this capability will be identified and documented. The DIA CMSRR will also have the capability to provide other data from the MIDB. The functionality and capability of the Facilities/Target DIF will be in accordance with other DMSO related DIF utilities. It will provide for identification, access and downloading of facilities and target data from the MIDB in a standard format specified by the user in an automated system environment. The information will be reverse engineered into an Area of Interest (AOI) data model in accordance with the JDBE Reverse Engineering Methodology. The resultant data model will be incorporated into the M&S Catalog and Requirements Specification (CARS) data model. The design of the Facilities/Target DIF will build upon the OB DIF development using state-of-the-art software and web technologies. Appropriate documentation for the system and subsystems design of the Facilities/Target DIF will be produced.
