SUBJECT: Promulgation of Department of Defense Asynchronous Transfer Mode (ATM) Standards, Specifications, and Addressing Plan

This memorandum promulgates the Department of Defense (DoD) Asynchronous Transfer Mode (ATM) Standards, Specifications, and Addressing Plan (TABs A, B and C) for the Defense Information System Network (DISN). The DISN is defined as the subset of the Defense Information Infrastructure (DII) that provides information transport services both within the DII and across DII boundaries (i.e., with Academia, Industry, and other Government, as well as with Allied and Coalition Forces). DISN includes Sustaining Base, Long Haul, and Tactical/Deployed information transport services components of the DII.

Promulgation of subject documents is necessary to ensure appropriate interoperability of ATM equipment and services across the DII. Compliance with these documents is mandatory for all ATM systems and services that are integral to or that interoperate with the DISN. These documents will evolve as additional ATM standards and capabilities become available.

The subject documents have been developed by the Defense Information Systems Agency (DISA) in accordance with ASD(C3I) Memorandum, "Policy Clarification Letter - Long-Haul and Regional Telecommunications Systems and Services for the Department of Defense," dated May 5, 1997. These documents are derived from and build upon the Joint Technical Architecture (JTA), in accordance with the approved JTA process. They have been reviewed, modified, and approved by a Tiger Team of the Integrated Communications Strategy (ICS) Integrated Product Team (IPT) established by ASD(C3I) Memorandum, "Integrated Communications Strategy (ITS) Integrated Product Team (IPT)," dated February 18, 1998.

The DoD ATM Certification Requirements and Process document referenced in ASD(C3I) Memorandum, "Pending Promulgation of Departmentof Defense Asynchronous Transfer Mode (ATM) Specifications, Standards, Certification Requirements and Process, and Addressing Plan," dated April 6, 1998, has been reviewed by the ICS IPT Tiger Team and referred back to DISA for further work. A fifth document that describes the concept of operations (CONOPS) for DISN ATM networking is being developed.

All of these documents will be maintained by DISA and revised as needed. Current documents and proposed changes, along with waivers granted, will be provided by link through the DISA external internet home page (http://www.disa.mil/ {ATM SPEC & Other Related Documents} ). Proposed revisions will be coordinated with the DoD Components. Issues will be resolved by OASD(C3I).

The suspension of all actions to acquire ATM systems and services requested in the April 6, 1998, ASD(C3I) Memorandum is hereby rescinded.

This guidance will be incorporated in appropriate DoD policy/procedures within the next six months.
