SUBJ/ BATTLE DAMAGE ASSESSMENT (BDA) REFERENCE BOOK ON INTELINK 

1. A WORKING DRAFT OF THE BDA REFERENCE BOOK IS CURRENTLY BEING LOADED
ONTO THE SYSTEM-HIGH INTELINK.  ITS PURPOSE IS TO PROVIDE BOTH THE
INTELLIGENCE AND OPERATIONS COMMUNITIES AN IN-DEPTH, STANDARDIZED
PUBLICATION ON THE TARGETING PROCESSES AND TERMINOLOGY SURROUNDING COMBAT
ASSESSMENT.  THE REFERENCE BOOK CONTAINS DETAILED DESCRIPTIONS, ALONG
WITH ILLUSTRATIVE EXAMPLES, ON THE CURRENT PROCESSES USED IN PREPARING,
CONDUCTING, AND REPORTING BDA. ADDITIONALLY, SPECIAL EMPHASIS IS FOCUSED
IN PROVIDING SPECIFIC, IMAGERY-DERIVED EXAMPLES OF PHYSICAL AND
FUNCTIONAL DAMAGE CLASSIFICATIONS (LIGHT, MODERATE, SEVERE, ETC.)
ASSOCIATED TO DIFFERENT TYPES OF TARGETS.

2.  ONCE THE REFERENCE BOOK IS FULLY LOADED ON INTELINK (ESTIMATED
COMPLETION:  MAR '97), A FOLLOW-ON MESSAGE WILL BE SENT OUT
ANNOUNCING COMPLETION OF THE DRAFT AND REQUESTING SERVICE, COMMAND AND
AGENCY REVIEW.   THEY WILL HAVE 60 DAYS TO PROVIDE FEEDBACK TO JS/J2T AND
DIA/TWJ-4.  AFTER ALL INPUTS ARE ADDRESSED, CORRECTIONS AND APPROPRIATE
RECOMMENDATIONS WILL BE APPLIED TO THE DRAFT REFERENCE BOOK.   FORMAL
STAFFING WILL THEN COMMENCE FOR FINAL APPROVAL AND PUBLICATION.   FROM
THEN ON, THE BDA REFERENCE BOOK WILL BE TREATED AS A LIVING DOCUMENT AND
UPDATED ON AN ANNUAL BASIS.
