SUBJECT: MITT/FAST MIGRATION TO CGS/ASAS/ACT

A. MESSAGE, USAICFH, ATZS-CD, 13330Z NOV 96, SAB.

1. IN THE REFERENCED MESSAGE, THE DIRECTORATE OF COMBAT DEVELOPMENTS ASKED THE COMMANDS TO RESPOND ON THE AFFECT THE PLANNED DEFIELDING OF THE MOBILE INTEGRATED TACTICAL TERMINAL (MITT) AND THE FORWARD AREA SUPPORT TERMINAL (FAST) WOULD HAVE ON THEIR ABILITY TO ACCOMPLISH THEIR ASSIGNED MISSIONS. IT WAS EXPLAINED THAT MOST OF THE FUNCTIONS OF THESE TWO SYSTEMS WOULD NOT BE LOST WITH THE FIELDING OF THE COMMON GROUND STATION (CGS) AND THE ALL-SOURCE ANALYSIS SYSTEM, BLOCK II (ASAS-II). HOWEVER, SOME FUNCTIONS WOULD NOT MIGRATE INTO THE BASELINE CGS OR ASAS-II. PARAGRAPH 4 OF THE REFERENCED MESSAGE LISTED THE 12 FUNCTIONAL SHORTFALLS IDENTIFIED AND PROPOSED SOLUTIONS. THIS MESSAGE ASKED THE COMMANDS TO PRIORITIZE THE IDENTIFIED SHORTFALLS SO THAT RESOURCES, AS THEY BECAME AVAILABLE, COULD BE REPROGRAMMED INTO THESE SYSTEMS (CGS AND ASAS-II) AND THE SHORTFALLS AVERTED.

2. THIS OFFICE CREATED A MATRIX OF THE 12 SHORTFALLS, ASSIGNED THE APPROPRIATE PRIORITY NUMBER AS DICTATED BY THE PARTICULAR COMMAND, AND CALCULATED A CONSENSUS PRIORITY ORDER. THE PRIORITIZED LIST,

A. PRIORITY 1: SHORTFALL 4A. FIELDING ALLOCATION. THE CONSENSUS IS THAT BEFORE THE MITT/FAST IS DEFIELDED A CERTIFIABLE REPLACEMENT, I.E., CGS AND ASAS-II MUST BE IN PLACE AND FUNCTIONING AT THE UNIT CONCERNED. ADDITIONALLY THE COMMANDS REQUIRE THAT THE CGS AND/OR ASAS-II MUST HAVE THE FOLLOWING FUNCTIONALITIES BEFORE DEFIELDING OCCURS: THE ABILITY TO RECEIVE THE TRAP BROADCAST; THE ABILITY TO PERFORM ELINT CORRELATION; THE ABILITY TO RECEIVE, PROCESS, AND EXPLOIT RAW IMAGERY AND TO DISSEMINATE IMAGERY PRODUCTS FROM ORGANIC IMAGERY SYSTEMS SUCH AS GUN CAMERA AND HAND HELD VIDEO; THE ABILITY TO PASS AND DISPLAY THE COMMON GRAPHICAL SITUATION DISPLAY (GSD) BETWEEN THE CGS AND THE ASAS-II; THE ABILITY TO HANDLE SCI DATA IN ONE SYSTEM OR THE OTHER, AND THE ABILITY TO HAVE A SEAMLESS INTEGRATION BETWEEN CURRENT AND FUTURE TENCAP SYSTEMS, THE CGS AND THE ASAS-II.

B. PRIORITY 2: SHORTFALL 4C. EARLY ENTRY CAPABILITY. THE COMMANDS ARE CONCERNED THAT THE FOOTPRINT AND LIFT REQUIREMENTS FOR THE PROPOSED SOLUTION, THE CGS/ASAS/TROJAN SPIRIT/DEPLOYABLE INTELLIGENCE SUPPORT ELEMENT (DISE), ARE TOO LARGE. THE MITT/FAST

PROVIDE AN EARLY ENTRY CAPABILITY IN A SINGLE HMMWV. THE LOSS OF THE MITT AS THE EARLY ENTRY SYSTEM ALSO DEPRIVES THE COMMANDS OF REDUNDANT COMMUNICATIONS.

C. PRIORITY 3: SHORTFALL 4B. SIGINT EXPLOITATION & DATA BASING. THE MITT/FAST CAN RECEIVE AND CORRELATE SIGINT DATA AND MAINTAINS AN EXTENSIVE DATABASE. AT PRESENT THE ASAS-RWS/ASAS-EAC IS USED FOR ELINT DATABASES; HOWEVER, THE DATA MUST BE PRE-PROCESSED. ALTHOUGH THE CURRENT ASAS-SSW CAN EXPLOIT AND MAINTAIN A DATABASE IT CANNOT PRE-PROCESS WITH AN EFFECTIVE MANUAL/AUTOMATIC CORRELATION ALGORITHM. THE CGS/ASAS MUST BE ABLE TO PRE-PROCESS AND CORRELATE THE DATA. ADDITIONALLY THE COMMANDS ARE CONCERNED ABOUT THE ABILITY OF THE ASAS-II SINGLE-SOURCE WORKSTATIONS ABILITY TO PERFORM THIS FUNCTION TO THE SAME LEVEL OF FIDELITY AND OF THE MANNING AND TRAINING REQUIREMENT FOR 98J, SIGNALS ANALYSTS IN THE ACE.

D. PRIORITY 4: SHORTFALL 4G. S-BAND COMMUNICATIONS. THE COMMANDS RELY HEAVILY ON THIS MITT CAPABILITY AS AN ALTERNATE LARGE BANDWIDTH PATH FOR RECEIVING IMAGERY PRODUCTS AND OTHER INTELLIGENCE.

E. PRIORITY 5: SHORTFALL 4I. IMAGERY EXPLOITATION/ANNOTATION. THE COMMANDS HAVE MADE EXTENSIVE USE OF THE MITT’S ABILITY TO RECEIVE, PROCESS, AND EXPLOIT RAW IMAGERY RECEIVED FROM GUN CAMERAS,

H. PRIORITY 8: SHORTFALL SCANNING FRO TADIXS-B. THE MITT/FAST USING THE SUCCESS COMMUNICATION SYSTEM CAN AUTOMATICALLY SCAN FOR AND RECEIVE TADIX-B. WITH MORE BROADCAST AVAILABLE THAN RECEIVE CHANNELS ALLOTTED, THE CGS MUST BE ABLE TO SCAN FOR THE ACTIVE BROADCAST AND PERFORM AUTOMATIC LOCK-ON AFTER ACQUISITION.

I. PRIORITY 9: SHORTFALL 4E. AUTODIN. REQUIRED TO PASS DATA BETWEEN CORPS AND DIVISION. THE COMMANDS REQUIRE A JWICS/SIPRNET CONNECTIVITY WITH AN AUTOMATED MESSAGE HANDLER (SOFT CAP) AND A GUARD TO PASS BOTH HIGH AND LOW LEVEL MESSAGES. AN INTERFACE FOR HANDLING FORMATTED MESSAGE TRAFFIC BETWEEN THE CGS AND ASAS IS ALSO REQUIRED.

3. OTHER CONCERNS VOICED BY THE COMMANDS BUT NOT ADDRESSED N THE REFERENCED MESSAGE:

A. UNDER-THE-HOOD-POWER. THE MITT’S UNDER-THE-HOOD-POWER ALLOWS THE DIVISION TO DEPLOY THE SYSTEM WITHOUT A GENERATOR. THIS CAPABILITY IN THE CGS WOULD SUPPORT THE DIVISION’S EARLY ENTRY, LEAP FORWARD, AND ON THE MOVE REQUIREMENTS.

B. REDUNDANT COMMUNICATIONS/COMMUNICATION FRONT END. THE ABILITY FOR THE MITT TO PROVIDE REDUNDANT COMMUNICATIONS AND A COMMUNICATION FRONT END FOR THE ACE IS CRITICAL TO THE DIVISION.

C. SUSTAINMENT. CURRENTLY THE U.S. ARMY SPACE PROGRAM OFFICE PROVIDES ALL THE SUSTAINMENT REQUIRED FOR THE MITT/FAST TO INCLUDE ON-CALL SERVICE.

D. SOME INSCOM UNITS (513TH UNITS IN EUROPE AND 501ST UNITS IN KOREA) THAT HAVE A FAST ARE NOT SLATED TO RECEIVE A CGS OR AN ASAS-II. A REPLACEMENT FOR THESE SYSTEMS MUST BE IDENTIFIED PRIOR TO DEFIELDING.

4. IN CONCLUSION, THE FIELDING/DEFIELDING PLANS SHOULD BE RELOOKED TO INSURE THE CGS AND ASAS-II ARE FULLY CAPABLE OF PERFORMING ALL MITT/FAST FUNCTIONS PRIOR TO THE REMOVAL OF THE MITT/FAST FROM THE
