Minutes
OPENING
Dave Schreiner, JITC (BDM) called the meeting to order on behalf of the chairman, Aleks Lazarevich. All attendees made introductions. Mr. Clawson, JITC (BDM) was the meeting recorder.
REVIEW 24 March 1998 IPT MEETING MINUTES
The IPT members reviewed the minutes from the 24 March 1998 meeting including action items assigned by the Chair. Dave Schreiner lead the review and recommended acceptance of the minutes. Dave Hardy (DTSE&E) seconded the motion and the IPT members present agreed. No objections noted. Minutes accepted.
MEETING OBJECTIVES
DTES Update
Dave Schreiner provided an update on DTES, major items discussed included: Close coordination with the CIGSS TEMP; Use of the Testbed; Need to identify, evaluate, coordinate and document DCGS test activities. Mr Schreiner detailed the DCGS compliance strategy and evaluation methodology. An in-depth discussion was held on CIGSS Compliance Level 1 (CL1). The result was an agreed edit which further strengthens the critical role of CL1. Part 1 of the CIGSS TEMP and the T&E sections in both the DCGS Handbook and the CASH V.3 will reflect the change.
Keith Barber (HQs, USMC) outlined the need for data stream validation for imagery files in NITF. He's concerned that data field population validation is not taking place.
Bill Sperline (CARS) requested greater participation from the sensor community in the IPT process. It was agreed this would be pursued as a near term DTES objective.
CIGSS TEMP Update
Kerry Clawson JITC (BDM) briefed the current status of the CIGSS TEMP. He provided a synopsis of the staffing and working group actions to date. The discussion from the DTES presentation on the levels of compliance applies the CIGSS compliance levels. Kerry Clawson indicated he would update his presentation and brief the reworked levels of compliance at the IMINT IPT. The Draft TEMP is currently out for final working group staffing and comments. Comments are due back to JITC by 22 Jun. The current schedule has the TEMP being sent to the services by JITC, on NIMA’s behalf, 3 August 1998.
CDL Interoperability Certification Test Program Overview
Kerry Clawson provided a presentation on the CDL Interoperability Certification and Test Program on behalf of Mr. Jason Frye. The CDL Test program is a result of a DARO policy memorandum dated 31 Mar 98 that requires joint interoperability certification of all new CDL systems, beginning in FY99. This policy also requires backwards compatibility with existing CDL systems. JITC is DARO/ASD executive agent for CDL interoperability certification and is the airborne reconnaissance community's independent tester of waveform compliance.
AF Combined Test Force (CTF)
Major Jack Jibilian (HQAF-TEP) presented the Air Force Combined Test Force (CTF) concept to the IPT membership. The CTF concept is based on actively engaging the test community and user organizations early in the acquisition cycle. Working groups are formed from the DT&OT agencies and Users to streamline and tailor the testing requirements, this will reduce any potential testing redundancy and decrease the time required to field a new system. In some cases results for DT can satisfy OT requirements. The key to the CTF success is the early identification all testing and operational requirements.
Mark Warenda (JSIPS/ESC) outlined how the CTF is being successfully implemented for the JSIPS Block III Upgrade /DTS Program.
Dave Hardy (DTSE&E) outlined a trend in TEMPs he's been reviewing that consolidates Parts III and IV. This trend is reflected in the CTF and greatly assists PMs in the spiral model acquisition process.
Sub IPT updates
IMINT
Jose Gotay (NIMA) provided an IMINT IPT update. He provided an informative briefing on the efforts undertaken to date in developing the CASH version 3.0. He also discussed the TEM on SDEs and the efforts to date on the ICDs for IPL and CIP. Next IPT scheduled for early September 1998.
MASINT
Kerry Clawson provided the MASINT IPT update on behalf of Greg Morse (CMO). The last MASINT IPT focused on the MASINT Conops development and briefings by several sensor subject matter experts. The highlight of the IPT was a tour of the MASINT RD&TE facilities on Patrick Air Force Base. Next IPT scheduled for early September 1998.
SIGINT
Perri Nejib (TASC) provided the SIGINT IPT update. She reviewed the NSA reassignment of the DCGS effort from K4 section to PI (operations). She informed the IPT that the JION roadmap is currently out for staffing. The SIGINT IPT has been reschedule and will provide further details once it has meet under PI chairmanship. Additionally, she indicated with new IPT leadership, NSA participation in additional sub IPTs will increase. The next SIGINT IPT is schedule in early September and will be announced separately.
Infrastructure
Tana Saletta (SAIC) provided the Infrastructure IPT update. Reviewed the reorganization of ASD/C3I, Digital Recorder WG, and the Advanced Common Processor. She also indicated the formation of several sub-working groups to support the entire DCGS effort. Additionally, she outlined a plan to develop an online library with hyperlinks to applicable system websites for the entire DCGS community use. The next IPT is currently scheduled 23 Jun in Chantilly, VA.
Core
Dave Schreiner provided a brief update on behalf of Pat Branch indicating that the major focus is toward completing the DCGS Handbooks. It is to be sent out to the Services by Mr. Ryan within the next few weeks. Version 2, to be published in the fall will be coordinated with the Services.
