A. DESCRIPTION: THE MEDIUM TARGET ACQUISITION SUBSYSTEM,
AN/TSQ-168(V)(), ALSO KNOWN AS THE BLOCK I JOINT STARS MEDIUM GROUND
STATION MODULE (MGSM), LIN Z74759, IS A MOBILE, TACTICAL,
MULTI-SENSOR WORKSTATION THAT RECEIVES, PROCESSES, DISPLAYS, AND
DISSEMINATES TARGETING DATA FROM TWO OR MORE AIRBORNE PLATFORM
TRANSMITTERS (E.G. JOINT STARS AND UAV). THIS MGSM INCLUDES A SUITE
OF DATA PROCESSING, DISPLAY, AND COMMUNICATIONS EQUIPMENT IN A S-171
SHELTER MOUNTED ON A TRUCK, CARGO (MTV). A 10-METER MAST IS MOUNTED
ON THE SHELTER TO PROVIDE A VARIABLE ELEVATION SUPPORT BASE FOR
EXISTING AND FUTURE ANTENNAS. A LEVELING SYSTEM ATTACHED TO THE
TRUCK STABILIZES THE WEIGHT OF THE DEPLOYED MAST DURING OPERATIONS.
TWO 30KW POWER PLANTS ARE REQUIRED; ONE IS TOWED BY THE PRIME MOVER
(MTV), AND THE OTHER IS TOWED BY A SECOND TRUCK, CARGO (MTV) WHICH
CARRIES THE OPERATORS AND REMAINING EQUIPMENT. AN/TSQ-168(V)() MGSM

B. CAPABILITIES:
(1) THE OVERALL JOINT SURVEILLANCE TARGET ATTACK RADAR SYSTEM
(JOINT STARS) PROVIDES WIDE AREA SURVEILLANCE AND DEEP TARGETING DATA
ON BOTH MOVING AND FIXED TARGETS DURING DAYLIGHT AND DARKNESS IN ALL
WEATHER CONDITIONS. THE MEDIUM TARGET ACQUISITION SUBSYSTEM,
AN/TSQ-168(V)() (MGSM) PROVIDES THE LINK TO GROUND OPERATIONS.
(2) THE MGSM PRESENTS NEAR REAL-TIME G2 BATTLEFIELD INFORMATION
ON AN INTERACTIVE ELECTRONIC DISPLAY WHICH DEPICTS TARGET LOCATION
AND DIRECTION OF MOVEMENT. IT IS CAPABLE OF SIMULTANEOUSLY
RECEIVING, PROCESSING, AND DISPLAYING DATA FOR TWO OR MORE
SURVEILLANCE SENSORS (I.E. AIRBORNE TRANSMITTERS). SELECTED
TOPOGRAPHICAL FEATURES (ROADS, RIVERS, BRIDGES, ETC.) ARE ENTERED
INTO THE COMPUTER DATABASE BY THE MGSM OPERATOR, USING A MAP
DIGITIZER. THEN THE MGSM OPERATOR USES A DIGITIZED CURSOR (MAP BUG)
TO RELATE RADAR DATA TO THOSE FEATURES.
(3) THE MGSM OPERATOR CAN IDENTIFY TARGET DISPLACEMENT AND
ESTABLISH TRAFFIC PATTERN CORRELATION/DETECTION. USING STORED DATA,
THE MGSM OPERATOR MAY CALL UP A DISPLAY OF FRAMES TO CREATE TIME
HISTORY, AS WELL AS TARGET TIME POSITION PREDICTION. THE OPERATOR
MAY ALSO DISPLAY RECORDED DATA AT A RATE FASTER THAN RECEIVED FOR
"VIDEO REPLAY" ANALYSIS.
(4) AN ADDITIONAL "TIME INTEGRATION" MODE CAN ASSIST THE
OPERATOR IN DETECTING MOVING TARGETS THAT DO NOT DISPLACE
SIGNIFICANTLY. EACH HISTORICAL FRAME IS RETAINED ON THE DISPLAY
UNTIL THE CYCLE IS COMPLETED.
(5) BOTH IN-THE-CLEAR AND SECURE DIGITAL DATA TRANSMISSIONS ARE
EXCHANGED WITH THE TACTICAL FIRE DIRECTION SYSTEM (TACFIRE)/LIGHT
TACFIRE, ADVANCED FIELD ARTILLERY TACTICAL DATA SYSTEM (AFATDS),
ALL SOURCE ANALYSIS SYSTEM (ASAS), AND THE JOINT STARS AIRBORNE
PLATFORM. MGSM WILL HAVE SIMILAR INTERFACES WITH THE AVIATION
MISSION PLANNING SYSTEM (AMPS), WHEN IT BECOMES AVAILABLE. THESE
INTERFACES WILL BE PROVIDED OVER AREA COMMUNICATIONS SYSTEMS, MSE,
LANDLINE, COMBAT NET RADIO, AND ARMY DATA DISTRIBUTION SYSTEM (ADDS);
THEY WILL EVENTUALLY USE THE FORCE LEVEL CONTROL SYSTEM (FLCS) TO
RECEIVE, PROCESS, AND RESPOND TO REQUESTS FOR INFORMATION FROM
CONSUMERS AT OTHER ARMY TACTICAL COMMAND AND CONTROL SYSTEM (ATCCS)
NODES.
(6) OTHER CAPABILITIES INCLUDE: ARCHIVE STORAGE FOR
MULTI-MISSION MTI, FTI, AND SAR; REMOTED DISPLAY TO SUPPORTED TOCS
(WITHIN 300 METERS), INDEPENDENT OF MGSM OPERATOR MANIPULATION; COLOR
PRINTING OF SCREEN DISPLAYS; 8 HOURS OF ON-LINE STORAGE AT THE
MAXIMUM SPECIFIED JOINT STARS MTI DATA RATE; AND HISTORICAL DATA
DISPLAYS BASED ON OPERATOR-DESIGNATED TIMES AND LOCATIONS.
C. EMPLOYMENT: THE OUTPUT FROM THE AN/TSQ-168(V)() (MGSM), IN
SPECIFIC MESSAGE FORMAT, IS PROVIDED TO REQUISITE ARMY COMMAND,
CONTROL, COMMUNICATIONS AND INTELLIGENCE (C3I) NODES VIA WIRE OR
RADIO. THIS ENABLES INTEGRATED BATTLE MANAGEMENT, SURVEILLANCE,
TARGETING, AND INTERDICTION PLANS TO BE DEVELOPED AND EXECUTED
WITH NEAR REAL-TIME DATA.

F. TRANSPORTATION REQUIREMENTS: THE MGSM SHELTER IS MOUNTED ON
A TRUCK CARGO (MTV), LIN Z40439, WHICH PULLS ONE TRAILER-MOUNTED 30KW
POWER PLANT. AN ADDITIONAL TRUCK CARGO (MTV) IS USED TO PULL THE
SECOND HALF OF THE POWER PLANT REQUIREMENT AND TO CARRY THE CREW AND
SUPPORTING EQUIPMENT.
G. PERSONNEL/MAINTENANCE IMPACTS:
(1). OPERATORS/CREW NEEDED:
(A) SIX PERSONNEL (MOS 96H) ARE REQUIRED TO CREW EACH
MGSM ON A 24-HOUR PER DAY BASIS.
(B) ONE SUPERVISOR (MOS 96H4O) IS REQUIRED AT THE
DIVISION TACTICAL OPERATIONS CENTER (DTOC).
(C) TWO SUPERVISORS (MOS 96H40) ARE REQUIRED AT THE JSTARS
SECTION, MI OPNS BN, CORPS.
(D) ONE SUPERVISOR (E7 MOS 96H4O) IS REQUIRED AT THE JSTARS
SECTION, PWR PROJ CO, OPS BN, MI BDE EAC.
(E) TWO OFFICERS (MOS 35C), AND FOUR ENLISTED (MOS 96H)
PERSONNEL ARE REQUIRED ABOARD EACH OF 15 E-8C USAF JOINT STARS
AIRCRAFT, FOR A TOTAL OF 102 PERSONNEL.

H. SPECIAL NOTES:
(1) BOIPS M065AA, M065AB, AND M065AC ORIGINALLY COMBINED TO
IMPLEMENT THE JOINT STARS ICP: AN/TSQ-168(V)( ). AMENDMENT TWO TO
THIS BOIP EFFECTIVELY ELIMINATES THE REQUIREMENT FOR BOIP M065AB
BECAUSE THE SINCGARS INSTALLATION KIT IS NO LONGER AN ASIOE FOR THE
MGSM (JSTARS GSM-MEDIUM), LIN Z74759.
(2) PERSONNEL BILLPAYERS (FOR M0S 96H AND 33T) ARE THE
PREVIOUSLY APPROVED ICP M059 BOIP SPACES WHICH ARE NO LONGER
REQUIRED.
(3) NOT ALL UNITS WILL BE ISSUED TRUCK CARGO: MTV W/E, LIN
Z40439. THE APPROPRIATE ASIOE VEHICLE FOR THESE TOE IS TRUCK CARGO:
DROP SIDE 5 TON 6X6 W/E, LIN XR0794.
(4) THE (FOLLOW-ON) BLOCK II MGSM WILL BE HOUSED IN A
STANDARD ARMY TACTICAL SHELTER, WHICH ENHANCES BALLISTIC, NUCLEAR,
CHEMICAL, AND BIOLOGICAL SURVIVABILITY, AND BE MOUNTED ON A TRACKED
VEHICLE (EFVS) WITH ON-BOARD POWER GENERATION EQUIPMENT.
(5) THREE MAINTAINERS ARE REQUIRED IN MI BN AT DIV LEVEL (ONE
52D ASI C9 FOR HYDRAULIC MAST MAINTENANCE, AND TWO 63B FOR VEHICLE
MAINTENANCE). ONLY ONE VEHICLE MAINTAINER (MOS 63B) IS REQUIRED IN
MI UNITS AT CORPS AND EAC LEVELS.
(6) AT THE UNIT LEVEL THE OPERATOR/UNIT MAINTAINER WILL BE
ABLE TO ISOLATE 90% OF ALL FAULTS TO THE LINE REPLACEABLE UNITS
(LRU) USING BUILT-IN-TEST (BIT) OR DIRECT OBSERVATION. BIT SHALL
ISOLATE TO A SINGLE CARD OR MODULE 80% OF ALL POSSIBLE FAULTS. AT
LEAST 90% OF ALL ISOLATED FAULTS WILL BE REPAIRABLE BY REPLACING THE
FAULTY LRU OR SHOP REPLACEABLE UNIT (SRU).
(7) DS MAINTENANCE OF THE IEW EQUIPMENT WILL BE PERFORMED BY
THE MI CO AT ACR/SEP BDE LEVEL, THE MI BN AT DIV LEVEL, AND THE MI
BDE AT CORPS AND EAC LEVELS. DS MAINTENANCE WILL REPAIR OR EXCHANGE
PCB AND IDENTIFY FOR REPAIR OR REPLACEMENT PCB NOT FAULT ISOLATED AT
UNIT LEVEL.
(8) GS MAINTENANCE WILL PROVIDE REPAIRED ITEMS TO DS
MAINTENANCE FOR EXCHANGE AND DIAGNOSE PCB USING STANDARD AUTOMATED
TEST EQUIPMENT. GS MAINTENANCE FOR THE IEW EQUIPMENT WILL BE
PERFORMED BY THE MI BDE AT EAC LEVEL.
(9) EQUIPMENT THAT CANNOT BE REPAIRED AT UNIT OR DS/GS LEVELS
WILL BE EVACUATED TO DEPOT.
