A. DESCRIPTION: THE SURVEILLANCE INFORMATION PROCESSING CENTER: OL-
572/TSQ-176A (LIN Z48757), COMMONLY REFERRED TO AS IPF VAN-2, IS ONE
OF FOUR INTEGRATED INFORMATION PROCESSING CENTERS OF THE GUARDRAIL/
COMMON SENSOR (GR/CS) SYSTEM-2 (AN/USD-9E). IPF VAN-2 IS ONE OF TWO
VANS FOR RECEIVERS OF THREAT DATA CONTAINING NINE OPERATOR POSITIONS
(VOICE INTERCEPTORS). OPERATOR RESPONSIBILITIES INCLUDE: TRAFFIC
ANALYST, MISSION MANAGER, COMINT COLLECTION SUPERVISOR, COMINT
COLLECTION, LOCATION ANALYST, AND TACTICAL COMMUNICATIONS. IPF VAN-2
IS MOUNTED ON A MODIFIED, 8 X 40' TRAILER CHASSIS AND IS
ENVIRONMENTALLY CONTROLLED BY A UNIFAB CV-60-5/6-08 ENVIRONMENTAL
CONTROL UNIT (ECU-121) CONTAINING THREE EACH, 60,000 BTU/HR COOLING
AND 49,000 BTU/HR HEATING AIR CONDITIONERS.

B. CAPABILITIES:
(1) GENERAL. GR/CS SYSTEM 2 (AN/USD-9E) IS A COMMUNICATIONS
INTELLIGENCE (COMINT) SYSTEM WHICH PROVIDES INTERCEPT AND DIRECTION
FINDING OF COMMUNICATION SIGNALS OF INTEREST. AN/USD-9E GENERATES
NEAR REAL-TIME INTELLIGENCE REPORTS FOR CORPS' USERS WITH EMPHASIS ON
DEEP BATTLE AND FOLLOW-ON FORCES ATTACK SUPPORT BASED ON DATA STREAMS
FROM MULTIPLE RECEIVERS ONBOARD SPECIALLY EQUIPPED SURVEILLANCE
AIRCRAFT. ACCURATE DIRECTION FINDING (DF) ALSO SUPPORTS TARGETING OF
ARTILLERY AND AIR STRIKES. THESE REPORTS ARE THEN PASSED BACK UP THE
SECURE DATA LINK TO THE AIRCRAFT AND TRANSMITTED VIA RADIO TO
COMMANDER'S TACTICAL TERMINALS (CTT) IN THE CORPS' FORWARD DIVISIONS.
(2) SPECIFIC. IPF VAN-2 OPERATORS COLLECT RAW THREAT DATA AND
ANALYZE IT ON THEIR COMPUTER TERMINALS. THEY PREPARE A GIST OF
EACH INCOMING SIGNAL WITH PRELIMINARY IDENTIFICATION OF ACTIVITIES
AND TYPE OF TRAFFIC. AFTER FURTHER ANALYSIS OF THE DF INFORMATION,
EMITTER LOCATIONS ARE FUSED WITH ENEMY VOICE TRAFFIC TRANSLATIONS AND
FORWARDED TO IPF VAN-1 FOR INTEGRATION WITH OTHER THREAT DATA.
C. EMPLOYMENT:
(1) GENERAL. IPF VAN-2 IS USED IN CONJUNCTION WITH THE OTHER
THREE INFORMATION PROCESSING FACILITIES IN THE GUARDRAIL COMMON
SENSOR (GR/CS) SYSTEM 2 INCREMENTAL CHANGE PACKAGE (M096) TO OBSERVE,
ANALYZE, AND PROCESS TRANSMISSIONS RELAYED FROM THE AIRBORNE RELAY
FACILITY (ARF) AND/OR THE DIRECT AIR-TO-SATELLITE RELAY (DASR),
AND USAF PLATFORMS. ALL FOUR IPF VANS (AN/TSQ-176A SURVEILLANCE
INFORMATION PROCESSING CENTER) ARE COLOCATED WITHIN LINE-OF-SIGHT OF
THE AIRCRAFT FLIGHT PATHS, OR IF UTILIZING THE DASR, WITHIN THE
FOOTPATH OF THE RELEVANT SATELLITE.
(2) SPECIFIC. FOUR IPF VANS COMPRISE THE AN/TSQ-176A SURVEILLANCE
INFORMATION PROCESSING CENTER (IPF), WHICH IS A MANNED, GROUND-BASED,
CONTROL, DATA PROCESSING, ANALYSIS, AND MESSAGE GENERATION AND
DISTRIBUTION CENTER. THREE TRACKING MICROWAVE DISH ANTENNAS PROVIDE
THE MAJOR DATA LINKS BETWEEN THE IPF AND THE ARFs, VOICE ORDER WIRE
(VOW) COMMUNICATIONS BETWEEN THE IPF AND THE AIRCRAFT PILOTS, AND ONE
LEG OF THE CTT COMMUNICATIONS LINK. THE IPF CONTROLS ARF INTERCEPT
AND DIRECTION FINDING (DF) EQUIPMENT, PROVIDES SECURE VOW
COMMUNICATIONS WITH THE AIRCRAFT PILOTS, PROVIDES SECURE UHF BACK-UP
VOW (BUVOW) AND VHF FM (SINCGARS) COMMUNICATIONS WITH AIRCRAFT
PILOTS, PERFORMS SIGNAL CLASSIFICATION, ACQUISITION, AND RECOGNITION
(SCAR) PROCESSING OF RECEIVED COMINT SIGNALS, PROVIDES OPERATOR AURAL
MONITORING AND SPECTRUM DISPLAY OF INTERCEPTED COMINT SIGNALS,
PROVIDES TAPE AND OPTICAL DISK STORAGE FOR THE RECORDING, PLAYBACK,
AND ANALYSIS OF COLLECTED SIGNAL AUDIO, DISPLAYS LOCATION AND
STATISTICAL DATA AT OPERATOR WORKSTATIONS, GENERATES TACTICAL REPORTS
FOR TRANSMISSION OF COMINT AND ELINT RESULTS TO INTELLIGENCE CENTERS
AND CTTS, TRANSMITS SECURE TELETYPE (TTY) MESSAGES TO THE CTTS
THROUGH THE DATA LINK AND THE ARF, AND PROVIDES TWO-WAY SECURE VOICE
(TCC) COMMUNICATIONS BETWEEN THE IPF AND THE CTTS THROUGH THE DATA
LINK AND THE ARF.
D. BASIS OF ISSUE: ONE PER AVIATION COMPANY, EW, MIB, SRC 34418A200
E. POWER REQUIREMENTS: IPF VAN-2 FACILITY REQUIRES 35.5 KW OF POWER
AT 60 HZ, WHICH IS FURNISHED BY THE POWER PLANT, ELECTRIC, TRAILER
MOUNTED: AN/MJQ-44 (LIN P28143).
F. TRANSPORTATION REQUIREMENTS: IPF VAN-2 IS AN 8' X 40' LAND-SEA
CARGO CONTAINER MOUNTED ON A TRAILER, PULLED BY A 5 TON TRACTOR. CAN
BE TRANSPORTED BY C130, C141, AND C5. HOWEVER, FOR A C130, THE
BOGIE AND EXTERNAL ACCESSORIES MUST BE LOADED/UNLOADED WITH A K-
LOADER AT THE ORIGIN AND DESTINATION AIRFIELDS.

FOR OPERATION DESERT STORM A FIFTH VARIATION (TOE 34418A400)
WAS REQUIRED TO REPLACE THE GRV--THEN IT WAS REASSIGNED TO USAREUR.
AT FT HOOD, GRV WAS REPLACED BY IGRV (TOE 34418A500) WHICH
IS NOW BEING REPLACED BY THE GR/CS SYSTEM 2 (TOE 34418A200).
