Each TOPSCENE Database Generation Facility (DBGF) develop their Top 10 requirements for TOPSCENE system enhancements supporting both database production and TOPSCENE operational use of databases for the next DBWG.

Current TOPSCENE databases being built in support of 160th SOAR(A) do not have the database tools to allow development of realistic ground representation of forested areas to low flyers, ground and SOF personnel. Request developer investigate enhanced capabilities to build forested areas within a TOPSCENE database using tree blocks (e.g., themal / canopy areas (E&S terminology)). This has become a critical issue and necessary to improve database support to SOF personnel particularly in areas such as jungles, Bosnia, Korea, JRC, etc.

Issue was raised germane to TOPSCNE database production vis-à-vis routine broad area populating of key cultural features supporting low-level flight safety and operational planning considerations for rotary / ground / SOF entities. Specifically, request TOPSCENE database builders routinely display lines of communication features for visual orientation and cultural features such as power lines, antennas, towers, etc.

Specifically, database tools must be enhanced to improve representation of lights in TOPSCENE databases to allow development and production of nighttime specific databases. This is a major operational limitation for SOF personnel in support of mission rehearsal and preview.

TOPSCENE Program DBGFs require rapid access to national imagery resources, including domestic imagery access, to support operational mission training in-conus. Contact the National Imagery Mapping Agency (NIMA) policy directorates to ascertain ability for NSAWC imagery collection manager to generate a coordinated Domestic Imagery Requirement (DIR) for standing blanket exemption for all TOPSCENE DBGFs. This will then allow DBGF collection managers to request domestic imagery without follow-on submission of a new DIR.

Purpose. This charter establishes the organization and operation of the Database Generation Facility (DBGF) Working Group, which is chaired by Commander, Naval Air Systems Command, Program Manager Air for Aviation Training Systems (PMA 205), Navy Mission Rehearsal Program Manager (PMA 205-4A), and defines the role and responsibilities of the DBGF voting and advisory members.
Mission Statement. The DBGF Working Group’s mission is to provide a forum for the coordination, development, prioritization and enhancement of TOPSCENE database production capabilities at the various TOPSCENE database generation facilities, and to maximize the utility and reuse of TOPSCENE databases across training, modeling and simulation (M&S), and C4I systems where applicable. The objective is to effectively and efficiently support the database production requirements of our TOPSCENE primary customers.

Membership. Database Generation Facility (DBGF) Working Group membership will be composed of following:

Working Group is NAVAIR PMA 205-4 (or appointed representative).
b. Voting Members. Voting members shall consist of the Chairman (as the tie-
break vote when required) and a representative from each TOPSCENE Database Generation Facility (DBGF); e.g., NSAWC, Fallon, NV (Navy / Marine / adhoc); TAC-D, Washington Navy Yard, D.C. (Army / Navy / Marine / National); 19th SOS, Hurlburt Field, FL (AFSOC / USAF PGM / SFGs); and 160th SOAR(A), Fort Campbell, KY (Army SOF / SFGs / AFSOC / Warfighting CinCs).
c. Advisory Members. Advisory members will represent the concerns and requirements of the primary customers and will, at minimum, consist of representatives from the following commands / organizations:

Roles and Responsibilities. The DBGF Working Group will meet semi-annually to facilitate the coordination, development, prioritization and enhancement of the database production capabilities at the various TOPSCENE database production sites. Additional ad hoc meetings may be called to discuss emergent database issues of immediate importance to the TOPSCENE program and primary consumers. In addition, the DBGF Working Group will also consider compatibility and interoperability issues across DoD training, M&S and C4I systems in order to maximize the utility and reuse of TOPSCENE database products.
à Chairman, DBGF Working Group shall:
* Schedule meetings at least semi-annually;
* Facilitate and chair DBGF Working Group meetings;
* Publish agenda at least one week prior to scheduled meetings;
* Publish minutes of meeting and track action items;
* Forward specific DBGF recommendations to the TOPSCENE
Operations Advisory Group (OAG) for consideration / action; and
* Vote as the tie-breaker where votes among the DBGFs result in a tie.
à Voting Members shall:
* Meet semi-annually or at the request of the Chairman;
* Identify and prioritize tasks to be considered by the DBGFs;
* Monitor new technologies and procedures that will offer efficiencies in
TOPSCENE database generation;
* Seek consensus on all DBGF Working Group findings and
recommendations;
* Forward to the Chairman all findings and recommendations; and
* Provide timely support to primary customer tasks and requirements.
à Advisory Members shall:
* Represent their respective organizations at DBGF fora;
* Inform DBGF Working Group participants of all current and anticipated
database production requirements; and
* Advise DBGF members of customer satisfaction with products, service
and production efforts provided by the TOPSCENE program.
Voting. Should voting be required to resolve an issue, a simple majority to the total voting membership shall be required to carry a vote, resolution or recommendation. Voting member representatives MUST have authority to represent their organizations and to make decisions on the behalf of their Command and primary customers they support. In the event of a tie among DBGF voting members, the Chairman will cast the tie-breaking vote to resolve the issue of record.
Statement of Agreement. By signing this charter, each DBGF Working Group voting member agrees to be bound by the terms of this charter. This charter shall remain in effect until the charter is dissolved by a majority vote of the voting members.
Changes. All changes and / or additions to this charter must be approved by a vote of the voting members. It will be the determination of the majority whether the scope of the changes requires that the Principals re-sign the charter.
Signatures. Where possible, signatories of this charter will consist of senior military or government civilian personnel (O-6 / GM-15 equivalent) to effect agreement among all key DBGF and NAVAIR Program Office entities. (Signature sheet attached).
